6 Community Benefits & Digital inclusion Efforts The Digital Divide: A Minneapolis Snapshot Kim Havey, the former director of the Minneapolis Empowerment Zone, estimated that less than 20% of households in the Empowerment Zones neighborhoods, which include Phillips, have home computers.
