Goal: Ensure that adequate supplies of high-quality water are available to meet present and future demands Objectives: Optimize existing groundwater supply Develop supplemental supplies Manage water demand Develop institutional framework 4

6 The Indian Wells Valley groundwater basin is in overdraft and has been since the 1960s, and the severity meets the definition of a “critical condition of overdraft.” Groundwater pumping is now three to five times greater than basin yield.
7
7
8
Indian Wells Valley is a “closed” basin, meaning that subsurface inflows from outside the watershed (for example, from the Kern River Plateau) and subsurface outflows are both negligibly small. 8
9
9
10
10 Types of impacts: ◦ increased pumping costs ◦ loss of well yield ◦ degraded water quality ◦ land subsidence All pumpers contribute to overdraft and all feel its effects

Planning goal = sustainability Sustainability means balancing the groundwater budget Numerous water management alternatives exist: ◦ Physical measures ◦ Land use planning ◦ Institutional options 18
19
Delay impacts of overdraft ◦ Redistribute municipal pumping ◦ Demineralize groundwater Banked Water Conveyed by the Los Angeles Aqueduct Decrease demand ◦ Conserve urban water ◦ Conserve agricultural water Increase supply ◦ Recycle wastewater ◦ Import water 19
