4 External dimension of the EU transport policy. Lisbon Treaty: developing a special relationship with neighbouring countries. Europe 2020 Strategy: deploying external aspects of EU internal policies for fostering economic growth. Extension of TEN-T: five transnational axes to connect the EU with its neighbours. 5 Main policy elements. Infrastructure: defining networks, prioritising projects and mobilising financing. Administrative procedures: On average, 40% of total transportation time is lost at the borders. Road safety: Mortality due to road traffic injuries is considerably higher in most neighbouring countries. Gradual market opening: Removal of restrictions in exchange for standards that guarantee the quality services and a level playing field Zoltán Kazatsay – Deputy Director General DG MOVE5

6 Conclusions. Main challenges for an efficient and sustainable transport system are still ahead - We need to readdress these issues. Opening up country markets in transport services, products and investments continues to have high priority Zoltán Kazatsay – Deputy Director General DG MOVE6
