The comparative advantages that drive innovation and investment are as much a regional characteristic as a national one. 14 14 Good practice: KNOWLEDGE VOUCHERS for SMEs IRE Award 2007 - http://www.innovating-regions.org/ WHERE ? Limburg (Netherlands) WHAT? knowledge voucher system entitling SMEs to a number of consultancy or research days (3) AIM: To encourage SMEs to improve business innovation, using expertise available from private R&D laboratories (DSM) or University R&D capacities (e.g. Univ. of Aachen or Julich Research) BENEFICIARIES: SMEs located in Limburg with 20 to 250 employees FUNDING: more than € 43 million (covering regional and national vouchers) from the European Regional Development Fund, the national and regional government and the private sector. 3 types of innovation vouchers available - a small voucher worth € 2,500 - a large voucher worth € 7,500 (2.500 € by Company) - a new one of 20.000 € (6.000 € by Company) Want to learn more from good EU innovation policy practice? http://ec.europa.eu/regional_policy/projects/practices/index_en.cfm

15 15 RegioStars Awards 2008 - Award Winner in the Category “Supporting clusters and business networks” The cross-border Øresund region Sweden and Denmark The project is a cross-border partnership between Sweden and Denmark. Six innovative platforms bring together regional authorities, businesses and 14 universities from both sides of the border, working on food, logistics, environment, IT, health and design. What the jury said: "This project has had real impact and has overcome language, legislative and physical barriers by building inter-regional partnerships that had previously been non-existent. It is an excellent example of a bottom-up triple helix approach. The project has a good administrative foundation, good working partnerships and is a good example of successful networking". 17 17 The fast track Networks:2008- 2010

18 18 11 regions: born from 4 years of networking experience within the ERIK network (including Ltc AB from Smaland med Öarna). Aims to improve the effectiveness of regional development policies on innovation and the knowledge economy and, specifically, in upgrading the innovation capacity of existing enterprises. It will produce an action plan for each region to mainstream results into OPs. 19 19 RAPIDE Regional Action Plans for Innovation Development and Enterprise: 13 regions including EUSBSR: Kujawsko-Pomorskie, Ostra Mellansverige, Phjois- Suomi, Tartu Sience Park in Estonia. Aims to implement good practice relating to the role of the public sector in stimulating innovation, in particular helping businesses (primarily SMEs) to bring innovative products and services to market more quickly Managing risk, financing innovation and effective partnerships are the three topics in which regions exchange their experiences 13 regional Action Plans will be produced to mainstream results into OPs http://www.rapidenetwork.eu/
