3. Overall Tracking of Progress Six-monthly reports on progress of Secretariat activities and outputs. (presented earlier) Annual reports on progress of the wider partnership towards its outputs and outcomes. (presented in November) Three-to-five yearly evaluations of progress towards the partnership’s goal and purpose. (this presentation)

4. Evaluation Objectives Consider PARIS21’s original vision. Review progress towards the partnership’s goal and purpose, relating to the use of statistics to inform development policy decisions and implementation; and towards developing a culture of evidence-based decision-making. Provide recommendations for the future of PARIS21 and consider how the partnership may need to reorient itself and be re- energised to face both the continuing and new challenges, including a restatement of partnership aims and the roles of each type of partner.

5. Evaluators’ TORs Engage with developing countries to assess the following:  the extent of National Statistical Office/ National Statistical System involvement in PRSP design processes;  use of statistics and statistical analysis in PRSP design, planning for implementation, monitoring and evaluation processes;  the extent to which statistical development needs were considered and addressed in the PRSP. Conduct a desk review of country assistance strategies and assess donor behaviour in co-ordinating their aid and respecting Paris Declaration principles at the country level.

6. Evaluation Reference Group Composed of the PARIS21 Bureau, plus evaluation experts from OECD/DAC, World Bank, CIDA/Statistics Canada, Netherlands, outside consultant. Have met twice and agreed the TORs. Will oversee the evaluation process.
