2 Seminar on PARIS21 satellite programmes, 14 November 2007 About PARIS21 Partnership in Statistics for Development in the 21 st Century (PARIS21) Established in November 1999, Secretariat hosted by OECD/DCD Goal: to develop a culture of evidence-based policy making and implementation which serves to improve governance and government effectiveness in reducing poverty and achieving the Millennium Development Goals (MDGs).

4 Seminar on PARIS21 satellite programmes, 14 November 2007 Focus of work programme Independent evaluations in 2003 & 2006 found that PARIS21 is making a difference - but much more needs to be done Main focus is on National Strategies for the Development of Statistics (NSDS) - Design - Implementation - Scaling-up support for statistical capacity building

5 Seminar on PARIS21 satellite programmes, 14 November 2007 Target Marrakech Action Plan for Statistics set a target: “to mainstream strategic planning of statistical systems and prepare National Strategies for the Development of Statistics for all low-income countries by 2006….” “…..and to have started to implement them by the following year with a view towards having better data to monitor progress towards national and international development goals by 2010”

Greater emphasis on evidence and managing for results e.g. in PRS and MDG monitoring Paris Declaration on Aid Effectiveness: Better statistics needed by donors to inform aid allocation and monitoring Need for better use of better statistics for better development outcomes Investment in statistics will pay for itself many times over by improving the efficiency of resource allocation

15 Seminar on PARIS21 satellite programmes, 14 November 2007 What next 3 rd International Roundtable on Managing for Development Results (MfDR) in Hanoi in February 2007 highlighted need to scale up support for statistical capacity building Follow-up meetings in Washington and Paris System-wide approach advocated – a thematic programme-based approach (PBA) similar to Sector-wide approach (SWAp) – to support implementation of NSDSs Meeting this week in Paris
