4 Alternative Water Supply Project

5 May 19, 2004Former DuPont Barksdale Works Project Update5 Background of Proposed Project Alternative Water Supply n Groundwater near the former Barksdale Works is contaminated with compounds associated with DuPont’s former explosives manufacturing activities n DuPont has made a commitment to make an alternative water supply available to eligible home and property owners n DuPont evaluated several water supply options and a pipeline from Washburn to Barksdale is the leading option

6 May 19, 2004Former DuPont Barksdale Works Project Update6 Background of Proposed Project Alternative Water Supply n DuPont committed to provide the following to eligible home and property owner’s in Barksdale – Finance and build an alternative water supply – Pay for operations and maintenance – Pay for water used (within generous limits) for as long as the eligible residents own their home

7 May 19, 2004Former DuPont Barksdale Works Project Update7 Pipeline Construction Update Alternative Water Supply n Agreement between Barksdale, Washburn, and DuPont signed on January 28 th – DuPont will build the system – Washburn will operate and maintain the line n Ordinance adopting agreement was passed by Washburn on March 8 th n To date 33 owners have signed up for water – Remaining eligible owners are encouraged to sign the agreement

9 May 19, 2004Former DuPont Barksdale Works Project Update9 Pipeline Construction Update Alternative Water Supply n Pipeline design is at 90% – Currently incorporating comments from permitting agencies, Washburn, and bidders – Need feedback from individual homeowners for curb stop and lateral line routing n Bid meeting held on May 18 th – Super Excavators – Reuben Johnson – Summit Environmental – S. J. Lewis – S. R. Weidema n Bidding will occur June 11 th n Construction start anticipated for Summer 2004

10 May 19, 2004Former DuPont Barksdale Works Project Update10 Construction Permits Alternative Water Supply n Permits required from – WDNR n Approval to build pipeline n Stream crossings n Erosion control – US Army Corps of Engineers n Environmental permit – Bayfield County n Shoreline grading – Department of Transportation n Right-of-way occupancy n All permits currently in review and are anticipated to be issued by July

15 May 19, 2004Former DuPont Barksdale Works Project Update15 Residential Monitoring n April 2004 sampling results (10 potable wells) will be transmitted to WDNR shortly – Preliminary results indicate no detections of site- related compounds n Annual change-out of carbon cylinders was completed in March/April 2004 – Two seasonal homes remain n Next sampling event will be conducted in September (approximately 82 homes)

16 May 19, 2004Former DuPont Barksdale Works Project Update16 Site Investigation n Trenching and further sampling in production areas is starting May 24 th – Using robotic equipment – 33 areas to be excavated – Focusing within the former manufacturing area n 10 new monitoring wells will be installed in the summer n Additional groundwater sampling to be conducted in late summer/early fall
