5 August 3, 2005Former DuPont Barksdale Works Project Update5 Pipeline Construction Update Alternative Water Supply n On June 17, 2005, the construction was completed. – All pipeline mains have been completed (6.25 miles). – Last lateral was connected on June 17, 2005. – Forty-eight properties are anticipated to use water in 2005. – Remaining eight properties may use water at a future date. – Feedback from residents regarding water quality and pressure has been very positive.

6 August 3, 2005Former DuPont Barksdale Works Project Update6 Pipeline Construction Update Alternative Water Supply n Remaining restoration work for 2005: – Address engineering inspection items. – Minor property restoration (reseeding, driveway patching, and grading). – Road repairs. n Well abandonment to commence in early September. – Anticipate limited or no impact to currently restored properties.

7 August 3, 2005Former DuPont Barksdale Works Project Update7 Pipeline Construction Update Alternative Water Supply n Road repairs to be completed: – Minor shoulder work on HWY13 (address WIDOT inspection items). – Nolander road restoration (to be managed by Barksdale Township and paid by DuPont): n Nolander from west of Bjork to pipeline end: – Pulverization of existing roadway and rough grade. – 4-in. thick supplemental crushed aggregate base. – 3-in. thick Hot-mix asphalt pavement. – Shoulder gravel. n Nolander east of Bjork to HWY 13: – 1 1/2-in. asphalt surface to be applied. – Bjork Road (reimburse Barksdale Township for gravel added). – Birch Grove (additional shoulder work and minor paving).

9 August 3, 2005Former DuPont Barksdale Works Project Update9 2005 Residential Monitoring n Working with WDNR to develop a new residential well monitoring program for homes that lie directly south and east of the site that are not connected to municipal water. n Sampling anticipated to begin in late August or September, pending WDNR approval. n Proposed sampling frequency is biennial for a 5 year period.

11 August 3, 2005Former DuPont Barksdale Works Project Update11 Pipeline O&M n Project provides for management of municipal supply for eligible properties. n To date, DuPont has paid over $83,000 in bills and currently owes $1,100. n Several homeowners have exceeded the allotted daily volume of 300 gallons. DuPont will contact these homeowners to discuss usage. n Average daily use for the 38 homes connected to the system in 2Q05 was 100 gallons per household per day.

12 August 3, 2005Former DuPont Barksdale Works Project Update12 2005 Site Investigation Work n Conducted sediment and surface water sampling in April 2005. September 2005 targeted as transmittal date of the findings. – Preliminary results are consistent with previous sampling. n Field work for the southern area of the site is complete, per WDNR approved work plan: – Samples were collected on a “grid” covering the entire southern area, which was supplemented by biased samples in former product storage areas and rail beds. – Approximately 680 locations were drilled to comprise approximately 410 samples that were submitted for analysis. – Preliminary laboratory results will be reported to DuPont in about 45 days.

22 August 3, 2005Former DuPont Barksdale Works Project Update22 Site-related Research Work n Continuing Georgia Institute of Technology research on destruction of DNT and TNT. – Study being conducted by Dr. Joe Hughes (Professor and Chair of the Civil Engineering Dept. at Ga. Tech) and Dr. Jim Spain. – Study initiated in early 2004 and is ongoing. – A portion of their research on TNT destruction is expected to be published in the journal Environmental Science & Technology within the next year. – Scaled-up DNT bioremediation project will be undertaken at Georgia Tech facility.

29 August 3, 2005Former DuPont Barksdale Works Project Update29 Home Value Protection Program n Four properties purchased to date. Two have been resold. One home removed, but property retained. n One additional property is being processed. n Home Value Protection Program will remain in effect until six months after alternative water is available. – Availability of the program will be the last calendar day of August 2005 for most residents. – Written notification was made in February 2005 to appropriate property owners.
