2 Agenda (following Roberts’ Rules) The Mediator’s Recommendation will be presented The MOU will be presented A motion must be put forth and seconded Discussion Vote - This will take place in the buildings on Monday September 10th

3 What you should have: Everyone should have taken a copy of the mediator’s recommended settlement. This also includes what we have been able to settle.

4 Mediator’s Recommended Settlement Lori Matles was appointed as mediator in this matter on June 15, 2012 and met with the parties on August 16, 2012, August 23, 2012 and August 24, 2012. In the interim, the WPTA negotiating team did meet with the district July 12, 2012 and July 17, 2012

5 “I have discussed separately with the parties their proposals”. In an attempt to resolve this dispute, I am recommending a compromise between the parties’ positions which is in both parties’ interests to accept. a three year CBA. this recommendation is an attempt to expedite the resolution of this dispute The resolution of any matter necessarily requires compromise and a realization that not all goals can be achieved in one round of collective bargaining. This is especially true in the current economic climate.

6 Early Release Day 2012-2013 ERD to focus only on SLO/APPR 2013-2014 ERD to focus on State initiatives and APPR work. The days will be developed in the buildings. The Union President will work with building teams on unresolved issues. Only 2014-2015 ERD will be put to a vote of the WPTA membership.

7 Elementary Planning and Prep Time By Sept 15 of each school year, the principal and building representative will determine priorities for the building for the first semester By January 15 th for the second semester. the principal will work with the teacher representatives to schedule meetings to address these priorities for the school year. One prep per cycle can be administratively directed for meetings with administrators, consultants and ICS.This includes all meetings with administrators, consultants, and ICS’s. This clause does not include post-observations and CSE meetings

8 Health Insurance Contributions 2012-2013 12% 2013-2014 13.5% 2014-2015 15% copay changes 7/1/13 to match SWSCHP copays- applies to HIP and United Healthcare/Oxford Health Insurance buyouts: Effective 2012-2013 25% of premium Effective 2013-2014 15% of premium Effective 2014-2015 10% of premium Health Insurance & Other Benefits.

9 Retiree Health Benefits Retire by June 2013, no change to current benefit Effective July 1, 2014, the following changes retire with less than 15 years of full time employment will not be eligible for retiree health benefits. Those employees with 10 or more years but less than 15 years of full time employment in the district will contribute 50% of the employer contribution. Effective June 30, 2015, this benefit ceases. No newly hired teachers are eligible for this benefit. retire with 15 full years of service and less than18 full years of full time employment will contribute 25% of the premium for retiree health benefits. retire with 18 full years of service and less than 20 full years of service will contribute 20% of the premium.

10 retire with 20 full years of service and less than 26 years of full time service will contribute 10% of the premium for family coverage, 5% for individual coverage. retire with 26 full years of full time employment will contribute 5% of the premium of retiree health coverage. Retiree Health Benefits - con’t

11 Sick Time Buyout MUST now be applied to retiree health coverage up to 150 days can be applied additional unused days from final 3 years prior to employment can be applied paid at $60/day District will create an account for this money.

12 2012-2013 No step or lane movement. All teachers will receive a $750.00 one-time payment 2013-2014 Step movement 2/1/14. 1% of salary off schedule, nonrecurring paid on 2/1/14. The amount is the average of the base salary amounts paid in the 2013- 2014 school year. 2014-2015 Step movement increase effective 2/1/15 In addition there will be a $1100.00 one-time payment for teachers placed at step 20 after 2/1/14. 13 All stipends ($8191), co-curricular/extracurricular, and all other stipends remain redlined for life of contract. The PhD Less column is removed effective 7/1/2012. All current members remain. No new movement. As of July 1, 2012, Employees at Step 19 or 20 and who are enrolled in family health insurance will be eligible for a $500.00 rebate on their family health insurance premium in 2014-2015 MUST have maintained family health insurance must employed as a unit member in the White Plains Central School District by June 30, 2012. rebate application between November 1, 2014 and December 1, 2014. 14 Memorandum of Understanding Personal Day No requirement/reason needed except for requested days attached to holidays, long weekends, or vacations. This applies to 2 days. Welfare Trust Fund increase contribution by $20 ($1450-$1470)

15 Article XIV 1.a. (Add Langauge) Teachers on the Summer school seniority list will not lose their place on that list should they need to attend district workshops and cannot work summer school. Article VB. 2.a. Add language. Teachers in Middle School (grades 6,7,8) will have the same work day and student contact time as in 2011-2012 school year Memorandum of Understanding

18 Discussion Mediator’s Rec’d Triborough can’t guarantee job security but will allow district to try to maintain current programs guarantee teacher layoffs to fill deficit from salary ($1.4 mill 12-13, $1.3 mill 13-14) plus any other cuts needed. no new money in schedule but payments cover increased health cost step movements occur. health stays at 10.5 % BUT increased $$ paid due to increased costs shows new political reality financially allows us to maintain finances has language that clearly gives us control of ERD, Elementary Prep, secures MS no language changes, and district can and will impose their interpretation.

19 Final Thoughts from the Mediator If the parties are unable to agree on a successor CBA, a party may invoke the next stage of the impasse resolution procedure under the Taylor Law, which is fact finding. This next step would only create a fact finder’s recommendation. Under most circumstances the fact finding proposal would mirror one side’s position and therefore not be acceptable to the other side. I do not think that the passage of time is in either party’s best interests.
