10  Children will be safe in their placements.  Children will be placed in their home communities.  Children will be served in least restrictive environments that support minimal moves.  Connections to family and others important to the child will be maintained.  Children will be placed with siblings.

11  Services will respect the child’s culture.  To be fully prepared for successful adulthood, children and youth will be provided opportunities, experiences, and activities similar to those experienced by their non-foster care peers.  Children and youth will be provided opportunities to participate in decisions that impact their lives.
