NS2: Based on the best available scientific information NS3: Individual stocks of fish managed as a unit throughout range NS4: Not discriminate between residents of different states NS5: Consider efficiency, although such measures should not have economic allocation as sole purpose NS6: Allow for variation and contingencies in fisheries, fishery resources, and catches NS7: Minimize cost and avoid unnecessary duplication (see next slide) NS8: Consider the importance of fishery resources to fishing communities NS9: Minimize bycatch and bycatch mortality NS10: Promote the safety of human life at sea

When deciding if a fishery needs management through regulations implementing an FMP, the following general factors should be considered, among others: 1) The importance of the fishery to the Nation and the regional economy. 2) The condition of the stock or stocks of fish and whether an FMP can improve or maintain that condition. 3) The extent to which the fishery could be or is already adequately managed by states, by state/Federal programs, by federal regulations pursuant to FMPs or international commissions, or by industry self- regulation, consistent with the policies and standards of the Magnuson- Stevens Act.

4 U.S. Department of Commerce | National Oceanic and Atmospheric Administration | NOAA Fisheries | Page 4 4) The need to resolve competing interests and conflicts among user groups and whether an FMP can further that resolution. 5) The economic condition of a fishery and whether an FMP can produce more efficient utilization. 6) The needs of a developing fishery and whether an FMP can foster orderly growth. 7) The costs associated with an FMP, balanced against the benefits.
