Mr William Gillett European Commission Head of Unit, Intelligent Energy Executive Agency (IEEA) From Policy to Action “Supporting the development of CHP / DHC”

2 HOW DO WE GET FROM HERE TO THERE ? Policies Technologies Market opportunities Real changes on the ground ?

3 HOW DOES THE IEE PROGRAMME WORK?  The current IEE programme runs from 2003-06  It co-finances projects, which support the programme objectives  Applications are submitted following annual Calls for Proposals  Successful proposers conclude grant agreements with the IEEA  The usual co-financing rate is 50%

4 ACTIONS SUPPORTED  carry out 200+ European projects  organise 35 major European events  establish 30+ local/regional energy agencies 1000+ organisations from 30 European countries

5 ECOHEATCOOL  14 Partners, 32 countries  Objective:  communicate that district heating and cooling, can expand further in an extended EU  Approach  Analyse heating and cooling demands in Europe  Determine possibilities for district heating and cooling  Provide a tool to assess the efficiency of district heating systems  Highlight the impact of more district heating and cooling on European policy objectives  Recommend strategies for more sustainable heat and cold supply http://www.ecoheatcool.org

6 A European information campaign to demonstrate that small-scale cogeneration is feasible, reliable and adaptable to the needs of many users COGEN CHALLENGE  6 regional small-scale cogeneration facilitators  Workshops, seminars, training of the trainers, media events  Fact sheets, brochures, best practices, contact lists, calculation tools  Showcase of 1,000 projects on www.cogen-challenge.org Expected results:

7 OPTIPOLYGEN  database of applications  survey of the polygeneration potential in the European food industry  Technical, financial and investment guides  Training material for consultants and engineers  Focus: food industry with cooling and heating needs  Objective: determine the polygeneration potential in the European food industries and boost its development Expected results: www.optipolygen.org

8 K4RES  European action plan for the development renewable heating and cooling market  Specific action plans for solar, biomass, geothermal technologies  Interparliamentary meetings, 4 macro- regional workshops and 1 large-scale event in Brussels Main outputs: Led by the main European renewables industry associations in collaboration with private and public institutions

9 STEP BY STEP FROM POLICY TO ACTION Policies Technologies Market opportunities Real changes on the ground Market analysis + development Education + training Policy analyses Regulatory + administrative shifts Tools + methods Interaction + exchange Skills + know-how Social innovation

HOW TO APPLY FOR IEE FUNDING Preparing your application

19 What kind of projects ?  IEE is a European programme looking for European added value  NOT singular actions on national or local level (subsidiarity)  BUT … learning together and from each other  IEE is a non-technology programme  NOT funding costs for investments in demonstration  BUT … addressing non-technological barriers

20 IEE project impacts 3 levels of impacts are expected :  Raise awareness  Change attitudes / policies  New legislation / new investment / market transformation

21 Application forms Part 1 Part 2

22 Planning your proposal  Investigate the state of the art. What has been done before?  What exactly do you propose to do ?  What will be different when your project has ended ? (When you have finished, how will we know that you have succeeded ? ) EXPLAIN THESE STEPS CLEARLY IN YOUR PROPOSAL !

23 Award criteria for projects 1.Quality of the action 2.Quality of the approach 3.Community added value 4.Costs and benefits 5.Organisation of the Team

24 Planning Closing date for submission of applications: 31 October 2006 Estimated date of completion of the evaluation: End of February 2007 Estimated date for signature of contracts: from August 2007 onward (May 2007 for events)

25 THE IEE WEBPAGE: YOUR MAIN SOURCE OF INFORMATION  Call for proposals 2006  Details of ongoing projects  List of supported events  Intelligent Energy News  Support for project partners  Contacts & help http://ec.europa.eu/energy/intelligent/index_en.html

26 Come and talk to us ! IEEA welcomes a discussion or meeting with proposers before they submit their proposals THANK YOU FOR YOUR ATTENTION !
