CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM CARMA, the Arctic Council and Beyond How CARMA fits into the Bigger Picture Mike Gill CBMP Chair Environment Canada CARMA VII December 2 nd, 2010 US Fish and Wildlife Service

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM CARMA Can provide vital information on a changing Arctic A working example of international collaboration A working example of collaboration between co- management, academia and agencies A pilot project for global initiatives? Needs to be more widely promoted Well positioned for future funding?

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM CARMA and the Arctic Council CARMA is a network of the Circumpolar Biodiversity Monitoring Program (CBMP) CBMP is the cornerstone program of CAFF (Conservation of Arctic Flora and Fauna Working Group of the Arctic Council) CAFF is one of six working groups of the Arctic Council

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Arctic Council Working Groups AMAP Arctic Monitoring and Assessment Program CAFF Conservation of Arctic Flora and Fauna PAME Protection of the Arctic Marine Environment SDWG Sustainable Development Working Group EPPR Emergency, Prevention, Preparedness, and Response ACAP Arctic Council Action Plan to Eliminate Pollution in the Arctic

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM To address the conservation of Arctic biodiversity, and communicate the findings to the governments and residents of the Arctic, helping to promote practices which ensure sustainability of the Arctic’s living resources. 6 CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM What is the CBMP? International network improving detection, understanding & reporting of Arctic biodiversity trends A focal point for current & credible Arctic biodiversity information Led by Canada (CBMP Office in Whitehorse) Project support from multiple sources in Canada, U.S., Norway, Sweden, EU, Netherlands, Finland, Norway, Denmark, Iceland and Russia 699 members and 60 partner organizations

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM CBMP: Strategic Links 2010 Biodiversity Indicator Partnership Global Earth Observation: Biodiversity Observation Network CBD’s 2010 Nagoya COP declaration US Fish and Wildlife Service

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM CBMP Program Areas Coordination & Integration of: – Arctic Biodiversity Monitoring – Data Management – Reporting Capacity Building Communications, Education and Outreach

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM CBMP: Coordinated Monitoring Arctic Biodiversity Monitoring Plans: – Marine, Coastal, Freshwater, Terrestrial – Core set of standardized measures, plus regionally specific measures – Focus on existing monitoring capacity and information – Optimal sampling and partners identified – Linked to Global Earth Observation

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM More Formal Connections CARMA, we hope, will be a key network of the Plan for Arctic Terrestrial Biodiversity Monitoring Co-led by the Kingdom of Denmark and the United States Funding from EU Framework 7 Programme and Nordic Council of Ministers Funding also expected from United States and member nations

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Example of the PATB Implementation Structure CBMP Steering Committee & Sec. 12 CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM CBMP: Coordinated Data Access, Scenario & Decision Support Tools http://cbmp.arcticportal.org/portal

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Other Arctic Council Connections? Via the CBMP, CARMA has made contributions to: – Annual Arctic Report Cards – Arctic Species Trend Index Via CAFF, CARMA has contributed to the Arctic Biodiversity Assessment Could link to both CAFF and the Sustainable Development Working Group

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Linkages to the CBMP and Arctic Council: Why? Access to other data layers Access to tools and services: – Data management and reporting tools – Web hosting and development – Data services – Fundraising & Communications support Context: broader perspective for trends Increased funding opportunity Linkages to arctic & global monitoring & reporting mechanisms Daniel Bergman © US Fish and Wildlife Service
