1 2006 Air Quality EIS Health Canada Technical Review  Cumberland Resources investigated and did not find background air quality monitoring data from other development sites within Nunavut  The regular wetting is not feasible considering the size of a large live ore stockpile 17 m high and 44 m diameter  Mitigation of ore pile fugitive dust will be achieved by: -natural moisture of ore which is about 10% -natural precipitation that will add moisture to the pile -content of aggregate fines (up to 20 cm diameter material)  Winds associated with dust storm are over 124 km/h; this has occurred 1 hour over 30 year period (probability 1 : 262,800) and 63 km/h winds occurred with 4% frequency

2 2006 Air Quality EIS Health Canada Technical Review The STOCKPIL fugitive dust model was used to predict fugitive dust emissions at different wind speeds with conservative assumptions: - threshold friction velocity 0.5 m/s - all particulate size < 30 µm - material density 3.1 g/cm 3 -roughness surface coefficient 0.03 (dimensionless) Wind data are as per Environment Canada Climate Normals, Baker Lake 1971-2000 Wind Speed, km/h Hourly Emission, kg/h 200.1 289.3 52331.9 63753.3 1248391.2

3 2006 Air Quality EIS Government of Nunavut Technical Review  Incinerator emissions management plan will be developed to meet CCME Canada-wide Standards for dioxins and furans. The plan will include but not be limited to: -keeping qualitative and quantitative records of all waste generated at the mine site during construction and operation -annual reports of waste inventory during construction and operation in 3 categories: landfilling, recycling and incinerating - implementing segregation process aimed at materials with greater potentials to generate emissions of dioxins and furans mercury -the incinerator operational parameters at the designed specs - staff will be trained to ensure that the incinerator is operated properly

4 2006 Air Quality EIS Government of Nunavut Technical Review  Dust suppression guidelines issued under Paragraph 2.2 of the Environmental Protection Act will be added to Cumberland Air Quality Management Plan  Prior to operation, Cumberland will develop Energy Conservation Plan that would ensure the proper utilization and management of energy sources and reduction in GHG emissions

5 2006 Air Quality EIS Environment Canada Technical Review  Cumberland will measure annual PCDD/PCDF emissions by manual stack sampling in accordance with Environment Canada Method EPS1/RM/2 for Semi-Volatile Organic Compounds and mercury emission as per US EPA Method 29 Determination of Metals Emissions from Stationary Sources and report results to Environment Canada and Nunavut Department of Environment  Cumberland will reassess the selection of the incinerator choice based on Best Available Economically Feasible Technology (BAEFT)
