1 - Travels by public means are about 2,3 million, that is 28% of the total; consequently the transfers by private means add up to 72%. - Transfers by public means inside the main town Milan are 1,2 million, that means 47% of the total transfers. - The rate of public transport per travel between main town Milan and hinterland is of 42%. MOBILITY IN THE AREA OF MILAN - In the area of Milan about 8 million of transfers can be recorded daily. - About 5 million of daily transfers have origin or destination in the main town Milan. - 2,6 million of transfers take place exclusively inside the main town Milan. 2 The Province of Milan has defined a new instrument of territorial planning, the PTCP (currently in its approval phase), aimed to support and coordinate the territorial transformations of one of the most complex metropolitan areas of Italy and Europe. The Territorial Plan (PTCP) has been developed along the last three years in close collaboration with all municipalities and the main public and private agents. The Plan has been conceived as a strategic guide and coordination instrument to manage the territorial development, especially for urban plans of all province’s municipalities. 3 The Territorial Plan has defined the following basic instruments : - a register of the environmental conditions of the whole province, - a territorial GIS, as a support instrument of the different phases of the Plan: design, management and development, - a strategic environmental assessment of the Plan itself. 5 to assure ecological preservation and environmental landscape to the future territorial changes, to closely integrate the development of the settlement and mobility systems, to compact the urban shape, to limit new uses of land, and to stimulate the requalification and re-use of the existing building heritage, especially with regards to the recovery and requalification of dismissed industrial areas, to rebuild the ecological network of the province. 6 - areas and interventions of provincial relevance related to strategic areas and infrastructures for mobility, - policies and actions of urban, landscape and environmental requalification for the whole province, - a set of landscape and environmental resources to be protected and the limits and conditions for their optimum use, - indicators of environmental sustainability and comparative and maximum target values recommended for land consumption, which each local community must follow in the definition and setting up of their Council Regulation Plans, with the aim of assuring optimum development conditions, - a set of criteria to verify the accessibility by roadway and railroad in the establishment of new territorial utilities, - guidelines for an environmental sustainable planning. 10 The plan encourages the performance of planning policies by the councils, through a constant cooperation in the plan definition and management, as well as through a stimulating awards system. The municipalities that best put in place environmentally- sustainable territorial development policies can access to awards, both in terms of larger exploitable land areas and in terms of financing for programmes and projects of environmental requalification.
