1 Recommendations of 17th SSC Meeting – Belém, June 2005 1.The SSC recommends the formation of a working group to discuss interactions between LBA and GEOMA. The recommended participants from LBA are Ima Vieira, Mercedes Bustamante, Berta Becker, and Mateus Batistella. The SSC chair shall request a meeting with a similar number of GEOMA participants. The SSC recommends that the working group meet prior to the 18th SSC and that the LBA members bring their report to the 18th SSC meeting. 2.The SSC recommends that the end date for LBA-1 data collection shall be December 31, 2005. All data collected prior to that date should be made available for synthetic studies by December 31, 2006 and earlier data delivery is preferable.

2 3. The SSC recommends the formation of an editorial board composed of four persons who will coordinate synthetic publications within LBA. The recommended members for this board are Michael Keller, Pedro Dias, Emilio Moran, and John Melack. a. The SSC recommends that a provisional group of editors elaborate outlines for two potential volumes of the IGBP book series. The outlines should be presented at the 18th SSC meeting. The recommended participants are Michael Keller, Mercedes Bustamante, Paulo Artaxo, Carlos Nobre, Pavel Kabat, Humberto Rocha, Roni Avissar, and, Jeffrey Richey. 4. The SSC recommends the formation of a committee to discuss the elaboration of scenarios for the future of the Amazon for use by the LBA community. The committee shall present recommendations at the 18th SSC meeting. The recommended members for this committee are Britaldo Soares, Eustaquio Reis, Arnaldo Carneiro, Roberto Araujo, and Jose Marengo.

3 5. The SSC recommends the following themes for synthetic studies and also recommends potential leaders for those studies. The SSC chair will contact the potential leaders and report at the 18th SSC on the progress of these studies. a. Transport and impacts of moisture, aerosols, and trace gases into and out of the Amazon region (Maria Assunção Silva Dias) b. Energy and Water Fluxes at LBA tower sites (Humberto Rocha) c. Dry down experiments (Daniel Nepstad, Patrick Meir) d. Carbon fluxes at LBA tower sites (Bart Kruijt)

The SSC recommends that a daily climatology data set (gridded reanalysis) for the Amazon region should be organized by LBA specialists in the meteorology of South America, expressly for the purpose of input to land surface simulation models over the period starting in 2000 to the present (minus ca. 6 months). Required daily variables include mean, minimum and maximum air surface temperature, precipitation amount, mean solar radiation flux (downward shortwave), mean relative humidity, mean wind speed. The spatial resolution of the data set should be the highest possible under current observational and computational constraints.

5 7. The SSC recommends that two workshops to be facilitated by Mercedes Bustamante et al. be held to discuss the scientific agenda for LBA-2. Workshop 1 should be organized prior to the next SSC and Workshop 2 should be organized early in 2006 Workshop 1: Coordination among MCT’s Amazon Programs Workshop 2: International workshop to define the scientific agenda for LBA-2. Suggested themes for Workshop 2 include the implications of LBA research for climate change policies, valuation of environmental services, and land use and development based on agro-ecology. Appropriate IGBP core projects should be consulted.

Considering that more than 30% of the Amazon Basin lies in Peru, Bolivia, Colombia, Ecuador, and Venezuela, and that LBA research activities in these countries are limited, the SSC recognizes the need to promote more research in these areas and recommends that the LBA Central Office seek mechanisms to improve cooperation in LBA between Brazil and the other Amazon region countries. 9.The SSC recommends modifications to the MCT plan for the LBA-2 organization. These recommendations follow the Annex 1.

7 10. The LBA SSC proposes the following amendments to LBA data policy items 6 and 7. Changed sections are indicated by italics. 6. Data should be analyzed cooperatively by all scientists involved in obtaining them. Especially cooperation across disciplines and among South American, European and North American researchers should be encouraged. Publications resulting from work under LBA should be co-authored by all scientists who have participated substantially in the work, unless some participants choose not to be on the authors list. The same applies to presentations at meetings. Users of unpublished data should contact the data providers well in advance of producing and submitting a manuscript, in order to inform the providers of intended use. Special effort by each non-South American researcher should be put into integration of South American researchers in their work and in the publication of the results. 7. Where data are used for modeling or integrating studies, the scientist collecting the data will be credited appropriately, either by co-authorship or by citation. The data collectors should be informed of publication plans well in advance of submission of a paper, given an opportunity to read the manuscript, and be offered co-authorship. In cases where data from other investigators are a minor contribution to a paper, the data should be referenced by a citation. Users of the data will always have to state the source of the data.

8 11. The SSC recommends the inclusion in LBA of the project entitled “Carbon Cycling in Amazonian Forests as Affected by Black Carbon in Soil.” 12. The SSC recommends Dr. Luiz Antônio Martinelli as the new co- chair of the SSC. 13. Next SSC meeting date: 18th. LBA SSC Meeting – São Paulo – Nov, 2005 14.
