2 Topics Accomplishments – Fiscal Year (FY) 2015 was a positive year U.S. Department of Energy Consolidated Audit Program (DOECAP) Mixed Analyte Performance Evaluation Program (MAPEP) Visual Sample Plan (VSP) Future Considerations 2

3 FY 2015 Accomplishments Completed administrative transition of DOECAP to DOE Headquarters (HQ) – HQ is responsible for: – Developing the DOECAP contract and providing contractor performance evaluation (Pro2Serve) – Providing guidance and direction to Operations Team – Reviewing/approving all audit reports on behalf of the Department (completed the FY 2015 audit reports on August 31) Transitioned Electronic Data System to Microsoft SharePoint platform Briefed DOE field/contractor and HQ managers on audit results 3

4 FY 2015 Accomplishments DOECAP Audits New DOECAP-audited laboratories: – TestAmerica, Inc. in West Sacramento, California – Columbia Basin Analytical Laboratories in Pasco, Washington, was added back to the list of audited laboratories DOECAP FY 2015 audits: – 18 laboratory audits – 9 TSDF audits – 1 TSDF audit surveillance to verify closure of corrective actions for a Priority I finding 4

5 FY 2015 Accomplishments DOECAP TSDF Pilot Successfully continued the TSDF Advance Checklist Completion Pilot (TSDF Pilot): – In one week, completed a combined TSDF Pilot Phase I audit in Oak Ridge and Kingston, Tennessee: 5

8 FY 2015 Accomplishments Two MAPEP proficiency testing sessions: Series 32 – March 2015 Series 33 – September 2015 DOE HQ continued to push the envelope for national laboratory accreditation standards at The NELAC Institute’s Forum on Laboratory Accreditation 8

9 FY 2015 Accomplishments Developing Collaborative Relationships with Foreign Governments through Scientific Endeavors ASP Manager represented DOE in Amman, Jordan, at the Radiation Measurements Cross-Calibration (RMCC) Project Workshop ASP Manager briefed senior personnel from U.S. Embassy in Jordan on the RMCC Project and the results of the RMCC Project Workshop The RMCC continues to build the capacity in the Middle East to produce reliable radiological data – MAPEP is a key component 9

10 FY 2015 Accomplishments DOE funded new initiatives for field data collection using the VSP tool kits Version 7.4 released in June 2015 VSP joined social media – VSP pages on YouTube, Facebook, and LinkedIn 19 VSP video training courses posted on YouTube 10

28 Future Considerations DOECAP Audits: – New laboratories/TSDFs are being considered – If new facilities are added to the audit list, these steps will be crucial to our continued success:  Auditor support from the field  Prioritization of the TSDFs and laboratories by performance to identify the top performers  For the off-year audit, reward the top performers with either a desk audit or minimized audit scope (fewer auditors needed) 28

29 Closing Thoughts DOECAP Audits: – Ensure consistent, defensible evidence is provided to support findings and observations – Strive for consistency in how the audit reports are written – Improve completion of the audit checklists – Be thorough; it’s the record of your review for the next auditor – Think DOE Complex-wide when you represent the Department – Think more broadly than your home site – Review the corrective action plans carefully – Audits are a cooperative process (not a “gotcha”), but we must ensure facilities address the extent of condition and identify the root cause 29
