Implementation  Developing programmatic methodology  Systems for data collection are extremely complex and fraught with issues and complications surrounding metrics  Water use and related data may be even more difficult given the degree of definitional noise associated with past and present water-use related metrics.

18. Understanding and developing sound metrics is essential to progress on all fronts and in all realms of record keeping. The GIS community is affording the highest degree of coordination in record keeping.

19.  It is essential to record and transmit the fundamental definitions, attributes, and other properties making up any metric, data, or physical object or associated bit of data which is part of the overall system of data collection.

20. Mission, GIS, Records  The proper planning and management of water resources is not possible without a systematic program to ensure data integrity. This is essential DWR’s Mission.

21. Connections  These connections found between coordination, definitions, and planning water resources are based in the principles of record keeping and can only be achieved by record keepers.

22. Record Keeping: “most importantly, we must all dedicate the time to keep records with the necessary degree of organization necessary to engage in systematic improvement. Coordination is among the principle avenues travelled by the record keeper. We are all record keepers. Technology and technological advances are possible only through record keeping.”

23. Poor record keeping is a major cause of systemic inefficiencies and a slew of other problems plaguing everyone.
