7. The flooding has increased during the last 20 years; it is caused by human activities: Poor condition of ditches and mismanaged systems. Increasing the paved surfaces and decreasing of the filtration areas. Many new develop areas drainage are improperly designed or constructed. Planting decline. Maximum flow quantity/velocity optimizing systems - continuously decreasing proportion of ditches, streams and the filtration areas.

9. Tallinn have five major storm water outlet to the Tallinn Gulf on average 467 tonnes of suspended solids, 102 tonnes of BOD 7, 113 tonnes of nitrogen and 4.03 tonnes of phosphorus.
