1 Chair Working Group 3 Philip Jones, Commissioner Washington Utilities and Transportation Commission FINAL REPORT Task Force on Optimal Public Safety Answering Point Architecture (TFOPA) Working Group 3: Optimal Resource Allocation September 29, 2015

2 Since July 27 th, WG3 had several conference calls and kept busy, although summer vacation schedules intervened; We had agreed that several sections of the report needed editing at the July 27 th meeting, so initialing we focused on those; We agreed that our “priority funding alternatives” were construed as “alternatives to be considered’, and further specific examination and case studies were needed; Efforts focused on network connection fee (upstream bandwidth), and issues associated with the pre-paid wireless services; Instead of “Joint Board’, we chose a Joint Advisory Committee type mechanism, called “Local State Government Advisory Committee”. 3 Some of the changes in substance would include the following: In Section VI, on Federal Funding, we cite specifically to the speech of Chairman Wheeler to APCO in August 2015, and the potential role of federal grants as an “accelerant” to state and local government actions. We highlight the potential role of spectrum auctions; In Section VIII, we include a new section of concern over dual system funding during the transition to Next Generation 911. In section XI, we re-wrote the section substantially to replace the previous “Joint Board” type mechanism, with a Joint Local State Government Advisory Committee called the LSAG. 4 In Section IX, “Potential Funding Alternatives”, we made substantial changes to clarify and set forth a foundation for a future, more detailed examination; Network Connection Fee (Upstream Bandwidth): We clarify that further examination is needed, and is not the exclusive options. Many details need to be examined; At the same time, we refer back to the policy and principles section, and state that it may meet those conditions; For Pre-Paid Wireless Services, again, we state that further work needs to be done. The immediate step is for the remaining states to enact legislation for Point of Service 911 collection of fees; We were not able to reach agreement on all issues, especially on the alleged under-recovery of estimated 911 fees through Pre-Paid Wireless Services. 5 Enhanced Data Quality and Reporting: We continue to believe that this needs to be a focus of the LSAG, and potentially engage 3 rd party auditing; Diversion of funding: not much has changed in this section. This will continue to be a major challenge; Education and outreach: not much has changed in this section. More effective statewide planning and coordination: We edited and tightened up some of the language. We provide some specific examples of state and regional bodies that provide effective coordination. 6 ITFA (INTERNET TAX FREEDOM ACT): After some discussion, we decided to keep in this section to clarify the “Carve Out” for public safety in the ITFA; The comments of Chairman Wheeler to APCO provided a context for this section to this; namely his intention to engage with Congress on Next Generation 911 issues; Final Report TFOPA Working Group 3 Presentation September 29, 2015 (UTC Commissioner Philip Jones) 6 5. 7 Local State Government Advisory Committee on 911 (LSAG):  Intent is to create a “Core Cadre” of technical 911 experts who can advise over the medium to long term;  Based on Local, State Government, and FCC officials;  Active role as contributors by industry, vendors, and others in the 911 ecosystem;  Subject to the usual FACA rules of the FCC; Initial scope of work: Enhanced Quality of Data (For Net 911 Reports) Study further the Network Connection Fee Study further the Pre-Paid Wireless issues Assist in Outreach and Education Final Report TFOPA Working Group 3 Presentation September 29, 2015 (UTC Commissioner Philip Jones) 7 6.
