6 GSC 6 Agenda Item 4.4 (Russ Shields input—good for.doc input) Wireless Broadband Contribution to Agenda Item 4.4: Wireless Broadband  Although much of the attention to ITS wireless communications has focused on applications related to private vehicles (ACN, wireless diagnostics, remote door unlock, etc.), an equally important focus is support for emergency / first-responder fleets, both for routine operations and major emergencies and disasters. At present, agencies within and across jurisdictions typically have incompatible communications systems. This is a nuisance for routine operations, but potentially disastrous in times of major emergencies, when broad cooperation is essential.  For emergencies and disasters, the requirements for effective cross-agency cooperation include immediate access to area-wide communications with high bandwidth that can supplement or supersede the usual communications networks. To enable interoperability, requirements include a flexible and familiar user interface, standard terminal equipment and application software, and a system architecture that accommodates wireless mobility and a flexible, multi-tiered command and control structure.  Mobile wireless broadband (MWB) represents an important part of a public sector (particularly public safety) solution. MWB can provide a consistent and robust capacity that can serve routine operations, but provide priority for emergencies. One advantage of MWB is that it can provide high-speed access to a variety of essential information via the internet, including vehicle records for the police, building floor plans for firefighters, cargo information, particularly dangerous goods information, for commercial vehicles, medical records and procedures for ambulances, and maps and facility records to support evacuations and other logistics. MWB also provides good avenues for disseminating information to the public via radios, roadside signs, websites, etc.  While the technology for effective public sector MWB capabilities is challenging, a harder challenge is to make the institutional arrangements, across agencies and jurisdictions, that are necessary to enable effective cooperation.  Project MESA, a multi-organization activity established by ETSI and TIA, is laying the groundwork for public sector MWB.  At present, the ATIS HC-SDMA standard is the only commercially available, approved MWB standard that fully meets the needs of police, fire, ambulance, transportation disasters, etc. IEEE 802.16e (WiMAX) and IEEE 802.20 are alternative approaches still undergoing standardization. ISO/TC204/WG16 has approved work items to advance HC-SDMA, IEEE 802.16e (WiMAX), and IEEE 802.20 to international standards under the CALM umbrella for mobile wireless protocols.
