3 In the framework of this project, following categories were analysed:  Analysis of newspaper articles related to public procurement procedures in the City of Zagreb (B.a.B.e.)  Analysis of the public procurement legal framework in Croatia and a comparative analysis with the EU directives (PSD)  Semi-structured interviews with the Heads of city offices related to financial management and public procurement procedures (B.a.B.e.)  Analysis of the Act on the Right of Access to Information related to analysis of public procurement procedures (PSD)  Analysis of the Public Procurement Gazette with a glance on the budget and Report on Implementing the Budget of the City of Zagreb (PSD) Partnership for Social Development, January 2007

4 Results of the research: In newspapers, suspicions regarding public procurement procedures in city administrations are frequently cited but rarely or almost never, there is a complete story coverage, from the beginning to its end. That is, the public is familiar with the suspicions, but not with the results of responsible authorities’ subsequent action regarding these suspicions. 5 Act on Public Procurement Act on Public Procurement is hard to read, in some of its articles contradictory, and adequate implementation of its safety measures and sanctions is questionable. 6 Act on the Right of Access to Information as a research tool City of Zagreb, Government Office for Public Procurement and State Commission for the Control of Public Procurement Procedures violated the Act on the Right of Access to Information in relation to research team’s requests for information important for its research. Government Office for Public Procurement and State Commission for the Control of Public Procurement Procedures answered after the research team sent its second request, and the City of Zagreb did not fulfil that obligation (according to the law, obligation to provide information does not stop after anticipated deadline). 12 Recommendations  To establish independent mechanisms of control for public procurement procedures.  To harmonise data and evidence of public procurement among institutions and to secure continuous availability of data to public.  To educate public officials and public administration employees on rights and obligations deriving from the Act on the Right of Access to Information.
