1 Mission “To provide local District residents an opportunity to participate in the construction and modernization of neighborhood schools by providing pre-apprenticeship construction training and facilitating placement in Union apprenticeship training programs.” “We Build” Local Worker Program

2 Program Overview  Project Stabilization Agreement (PSA) provides the program framework:  Establishes 50% local worker goal  Reinforces importance of training  Establishes guidelines for use of apprentices http://www.laschools.org/contractor/psa/

3 Goals & Objectives Provide Contractors with a pool of skilled labor that is ready to work. Provide Pre-Apprenticeship construction training that prepares local district residents for careers in construction. Prepare local district residents for entry into the local Trade Unions. Ensure that local qualified construction workers have an opportunity to work on LAUSD projects.

4 Program Structure  Managed by LAUSD, Facilities Contracts Services Division.  Provide Pre-apprenticeship Training at LAUSD Adult Division & Career Education Occupational/Skill Centers and Century Community Training Program.  Job placement assistance and apprenticeship training opportunities provided by Prime and Sub Contractors, and the Local Trade Unions.

5 “We Build” Local Worker Program OAR’s Role  Include “We Build” Staff at Job Start Meetings to provide an overview of the Program.  Encourage Contractors to sponsor “We Build” Program Graduates into the Union Building Trades.  Continue to provide interested residents visiting construction sites with “We Build” Program information materials.  Contact “We Build” Program Staff to ensure success

6 How can the “WE BUILD” Program Help the OAR Facilitates the availability of a skilled labor force for LAUSD projects. Improves project relationship with the local community. Employing local district residents reduces vandalism on construction sites. The OAR will receive recognition from the executive staff at LAUSD.

7 “We Build” Local Worker Program Contractor’s Myth: “CONTRACTORS CAN ONLY HIRE FROM LOCAL UNION HALLS” Contractors can hire local district residents by “Letter of Subscription from Employer” or “Letter of Intent.” “WE BUILD PROGRAM IS AN AT-RISK PROGRAM” The We Build Program works with a diverse groups of individuals from the local community that want to make a career in construction.

10 “We Build” Local Worker Program Contractor’s Myth: “NO BODIES TO COMPLETE THE WORK” “We Build” Program provides the following: We Build graduates who have completed 10-weeks of hands-on, unpaid- training. We Build fast tracks local district residents who have various skill levels and possess a construction background. Helmets to Hardhats -- returning veterans who have served our country and are looking for an opportunity to work in construction.

11 “We Build” Local Worker Program How the “We Build” Program can Help Prime & Sub Contractors  Helps create a pool of qualified local workers that can assist in meeting their 50% local worker participation goal per project.  Develops local residents for apprenticeship training with the Local Trade Unions to help fill Union apprenticeship needs.  Creates a vehicle to hire and develop a skilled local workforce/team.  Apply for Work opportunity Tax Credits & Enterprise and Empowerment Zone Tax Credits for hiring local district residents.

12 “We Build” Local Worker Program Contractor Role  Make sure subs understand their obligations under the PSA – stress the importance of their participation.  Pre-determine local worker and apprenticeship needs for LAUSD projects before bidding.  Contact the local trade unions to request “We Build” graduates to help fulfill local worker and apprenticeship needs, or call “We Build” Program.
