2. To use the Rapid ID System Operators must be CJIS Certified Each operator must login to Windows using a unique username and password Software must be properly installed and the fingerprint capture device must be properly registered

3. Fingerprints are the most commonly used biometric. Florida Criminal History records are fingerprint based. Criminal history information is housed in two systems – the Computerized Criminal History System (CCH) and the Automated Fingerprint Identification System (AFIS). Both systems are aging and will not meet the future needs of Florida’s Criminal Justice Community

4. The Rapid ID System allows Florida to comply with the following specific requirements of the Jessica Lunsford Act: –Biometric Identification of Sex Offenders and Predators at the Time of ReRegistration –Biometric Identification of Supervised Offenders reporting for Supervision –Creation and Management of Arrest Notifications for Supervised Offenders

5. Sheriffs’ Offices will use the Rapid ID Pilot in conjunction with the Sex Offender ReRegistration Web Application (SORWA) to verify the identity of offenders as they report for required biannual reregistration.

6. Department of Corrections Probation Staff will use the Rapid ID Pilot to verify the identity of supervised offenders: –During the initial intake process –When the offender reports and his/her supervising officer is not available –When offenders transfer from one office to another within the State

7. What Is FALCON? FALCON is Florida’s Integrated Criminal History System (ICHS). It will integrate the two separate systems (CCH and AFIS) into one system and will become the database of record. FALCON will be delivered in ‘builds’ as the system is built and functionality becomes available for use.

8. What is Rapid ID Pilot? An electronic means for identifying an individual based on a one or two-finger fingerprint transaction. Scanned prints are uploaded and processed - within minutes, the system returns a response which may include positive identification. The Rapid ID Pilot fulfills the legislative requirements imposed by the Jessica Lunsford Act which are not already fulfilled by existing systems.

19. Start the Submission Software (Icon looks like two linked computers) then click on “Hide”. Program will continue to run in the background.

Fingerprint Image Quality Environment – Keep device away from moisture and heavy amounts of dirt or dust Device – Dirt, dust, foreign particles, natural oils or residues should be cleaned before each use Operator – Position offender’s fingers correctly - not too high or too low. Apply the correct amount of pressure to produce a print that is neither too light (not enough pressure) or too dark (too much pressure).

23. Fingerprint Image Quality The following offender related conditions can affect image quality: –Wet or Sweaty Fingers –Dry Fingers –Lack of Sufficient Fingerprint Detail

25. Performing a Search Transaction

26. To begin a Search Transaction, click on “New” on the main toolbar. Select the transaction and click “OK”.

27. Tabs Boxes are Grayed Out - National Check will not be returned in the Pilot Boxes are Grayed Out – may be used in future builds

30. Place fingers on platen to capture prints. Click “Accept” to continue.

31. Once a good set of prints are captured click on the “Lock” button then the “Transmit” button to submit for processing.

32. To determine what error needs to be corrected, examine the error messages at the bottom of the LSMS screen.

34. To begin a Match Transaction, click on “New” on the main toolbar. Select the transaction and click “OK”.

50. There are four possible responses to a Search Transaction: –Hit (Ident) –No Hit (Non-ident) –Ambiguous –Error

Hit Response to a Search Transaction –Florida State Identification Number (SID) –Florida Computerized Criminal History (CCH) Identification Segment –A Complete Florida CCH (also referred to as a Rap Sheet) –Wants and Warrants Check from FCICII – this response may include warrant and status file information from Florida and Nationwide warrants and status file information from NCIC.

52. FCICII/NCIC Wanted Person and Status File Query is based on: –Master name (the name the individual used at the time of their first arrest) –Race, sex, and date of birth –First two alias names

53. If the system cannot secure a response from FCICII within a specified time frame, a partial response may be returned or the operator may be notified that the system has “timed out”. Operators who are not currently certified FCICII users will receive an “Unauthorized User” error response and will not receive CCH or FCICII information.

54. Hit responses must be carefully evaluated. If the subject matches an outstanding warrant, the hit confirmation protocol must be followed. A hit alone is not probable cause for an arrest. Rapid ID System is requesting a maximum of 3 name searches of the wanted person file, Operators must evaluate the need for additional wants/warrants queries in FCICII/NCIC.

55. Upon receipt of a Hit (ident) response, Sheriffs’ Office personnel will review and evaluate the Hit response based on their agency’s procedures to: –Verify the identity of the subject – Determine if additional queries are necessary, and – Follow-up on any wants or warrants highlighted in the Hit response.

56. The software enables the Sheriff’s Office Personnel to automatically link to the SORWA via a system generated prompt.

57. Upon receipt of a Hit (ident) response, Probation Officers will: –Review SID number in OBIS. The OBIS number may be incorrect due to transposed numbers or merged records. –Verify offender information to ensure the information belongs to the offender queried. –Once verified, change the SID number in OBIS to reflect the SID number provided by FDLE in FCICII records. –If the hit reveals an active warrant for the individual, follow hit confirmation procedures.

58. No Hit Response to a Search Transaction A No Hit response means the system did not find a match to the two fingerprint images in the Search Transaction. Reasons: –The Rapid ID Pilot is limited to Florida records only –The quality of the fingerprints submitted in the Search Transaction –The quality of the fingerprints taken at the time of arrest

59. Upon receipt of a No Hit response, operators should: –Submit another Search Transaction using a different pair of fingerprint images –If the Sheriffs’ Office user continues to get a No Hit, conduct a name query into the Sex Offender Reregistration Web Application, continue the re- registration and direct the subject to submit a fresh ten-print submission –Probation personnel should conduct a name query into OBIS or FCICII to find a Florida SID number then submit a Match transaction using the Florida SID. –If the operator continues to receive a No Hit response, direct the subject to submit a fresh set of ten-prints (criminal registration).

60. Ambiguous Response to a Search Transaction An Ambiguous response means the system located multiple records that are potential matches. Reasons: The system uses a search algorithm to assign a numerical value to the fingerprint images. If the system finds multiple images with matching or close numerical scores, it will return more than one possible matched record or SID. It is also possible for a person to have multiple criminal history records, each with a different SID, that have not been identified and consolidated.

61. Upon receipt of an Ambiguous Response, operators should: –Submit another search transaction using a different pair of fingerprint images. –If the response continues to be Ambiguous, Sheriffs’ Office personnel should continue to process the re- registration in the SORWA and direct the subject to submit a fresh set of ten-prints –Probation Office personnel should conduct a name query to find a Florida SID or use the SID numbers returned in the Ambiguous response to submit additional Match Transaction(s). –If a Hit is not returned the subject should be directed to report to law enforcement to submit a fresh set of ten- prints

62. Error response to a Search transaction The response will contain information that will identify why the processing of the record was unsuccessful. The search transaction should be repeated after correction of the error.

63. There are four possible responses to a Match Transaction: –Hit (Ident) –No Hit (Non-ident) –No Record –Error

64. Hit Response to a Match Transaction A Hit (ident) response to a match transaction should be treated in the same manner as a Hit response to a Search transaction. It should be noted that Sheriffs’ Office personnel will not perform Match Transactions for use in conjunction with the reregistration of sex offenders.

65. No Hit Response to a Match Transaction The system will return a No Hit response to a match transaction if the fingerprint submitted does not match the SID that was also submitted. Upon receipt of a No Hit response the operator should submit a Search Transaction using two fingerprint images. If the operator continues to receive a No Hit, the subject should be directed to local law enforcement for registration processing and submission of a fresh ten-print.

66. No Record Response to a Match Transaction A No Record response means the system was unable to find the SID number. Operators should review the SID to determine if the wrong SID was entered (or a typographical error) Operators should search OBIS or FCICII to verify the SID. If the wrong SID was used, submit another match transaction with the correct SID. If a No Record or No Hit response continues to be returned, submit a search transaction. The search transaction does not use the SID. If a No Hit continues to be returned, the subject should be directed to local law enforcement to submit a fresh ten- print.

67. Error Response to a Match Transaction The response will contain information that will identify why the processing of the record was unsuccessful. The match transaction should be repeated after correction of the error.

68. Arrest Notifications The JLA requires an arrest notification process to alert probation officials when offenders are rearrested. Arrest notifications on High Risk Sex Offenders were started in March, 2006. Beginning October 1, 2006, arrest notifications will be sent for ALL supervised offenders. There will be notification anytime any offender has been identified by submission of fingerprints to include identification as part of a criminal registration process. Arrest notification will be sent via an FCICII Florida Administrative Message (FAM).

69. Upon receipt of a FAM (arrest notification), the supervising officer shall: –Determine the reason for the offender’s contact with law enforcement by contacting the law enforcement agency or booking agency. –Follow existing procedures for reporting an arrest to the sentencing/releasing authority if it is determined the offender has a new arrest.

70. CREATING NEW USERS Administrators will create user accounts in Windows and in the LSMS Software. Only those with administrative rights or those logged in the computer as an administrator will be able to create user profiles (accounts).
