3 The Feasibility Cost Share Agreement was signed between CPRA and the Corps in January 2009. The study is multi-purpose = coastal restoration and hurricane protection. Is cost shared 50-50. We are progressing under our third set of policy guidance from Corps Headquarters: 1.Original Project Management Plan 2.More modeling detail, sea level rise considerations, increased Corps review 3.SMART Planning process Southwest Coastal Overview 1

4 Coastal Protection and Restoration Authority of Louisiana The Project Delivery Team has the active participation of many stakeholder groups and agencies. Corps has not been able to budget for the study for the past two Fiscal years. Approximately 59 percent of estimated total study costs have been expended to date (Corps = $2.7 mil; State = $2.5 mil). 5 Coastal Protection and Restoration Authority of Louisiana Status The Study has produced a Scoping Report and Value Engineering Report. The current schedule indicates a Draft Feasibility Report in March 2014 and a Signed Chief’s Report in December 2014. The State has funds budgeted to complete the study. Measure types under evaluation are in concert with the 2012 State Master Plan.

7 Proposed Path Forward In order to achieve a Federally authorized project we need to continue partnering with the Corps, revise the Project Management Plan, and provide the Corps funding (on as needed basis) for processing and review.

10 Backround: A CPRA effort to identify opportunities for hurricane protection and coastal restoration in Iberia, St. Mary, and St. Martin parishes. Funding source = Legislature - $225k Surplus Funds - $ 1 mil

12 South Central The May 2012 Planning Report identified hurricane damages, shoreline erosion, and wetland loss as serious problems. It developed a list of measures for further evaluation and noted the 2012 Master Plan examined and included many of these. The Master Plan recommended major hurricane levees for the region, shoreline protection in Vermilion and West Cote Blanche Bay, oyster reef restoration, ridge restoration, and non-structural measures in all three parishes.

15 Coastal Protection and Restoration Authority of Louisiana Continue working with the Iberia and St. Mary Levee Boards Coordinate interaction of projects between Southwest Coastal and South Central (determine optimum junction points for levee tie ins on west and east sides) Further develop restoration measures in State Master Plan Advance specific hydrologic modeling; preliminary engineering; and permitting Work to incorporate South Central funding in future Annual Plan budgets Proposed Path Forward
