2. The Basics Generally speaking, ALL transfers need to put in a year-of-residence (14.5.1) UNLESS they meet an exception that permits immediate competition status Conditions that trigger transfer status: –Attended previous 2-or-4-year institution as a full-time student during “regular school year” –Took part in practice before a term began –Received a summer athletic scholarship If transfer leaves previous school under disciplinary suspension, then cannot even practice for a year Wayne State College Athletic Compliance

The Basics Transfer almost always needs to have been eligible at their previous school to be eligible here Permission-to-contact –Do not need this for two-year transfers –Do need this for ALL four-year transfers (D-I, D-II, D-III and NAIA) Permission-to-contact does not automatically equal a full release to a school –ALWAYS NEED TO HAVE THIS (PERMISSION) BEFORE WE CAN SPEAK TO A 4-YEAR PSA AND/OR PARENTS Wayne State College Athletic Compliance

4. Two-Year College Transfers Qualifier with no previous attendance at 4- year institution (14.5.4.1) –Attended 2-year college for at least one full-time term –Averaged at least 12-transferrable credit hours passed per term –Had at least a 2.00 cumulative GPA If meets all three of these requirements, then transfer can compete immediately Wayne State College Athletic Compliance

5. Two-Year College Transfers All other qualifiers, partial qualifiers and non- qualifiers (14.5.4.2) –Attended 2-year college for at least two semesters –Meets one of these two provisions Graduated from 2-year college (at least 25% of credits used to earn degree must be from that college) Average at least 12-transferrable credit hours per full- time semester of enrollment AND have a cumulative 2.00 GPA Wayne State College Athletic Compliance

6. Two-Year College Transfers NEW RULE (14.5.4.2.1): For any transfer who first enrolled in any college in the Fall of 2011 or later and was a partial qualifier or non-qualifier will have additional credit requirements: –Six transferrable English credits –Three transferrable Math credits If the transfer is a “4-2-4”, those credits can be from the 4-year school If transfers graduate from 2-year school, this rule does not apply to them. 7. Two-Year College Transfers What if the transfer doesn’t meet any of these exceptions? –14.5.4.2.3: Qualifiers and Partial Qualifiers can practice and receive athletic scholarship, but not compete during their first year here –14.5.4.2.4: Non-qualifiers cannot practice, compete nor receive an athletic scholarship during their first year here Wayne State College Athletic Compliance

8. Two-Year College Transfers “4-2-4” Credit Hour Point –One major thing to keep in mind on “4-2-4” transfers: only credits earned since enrolling at the 2-year college can be used in determining if the transfer has met the 12-transferable credit hour/full-time semester of enrollment requirement (14.5.4.2.2) –However, English & Math credits earned at the 4- year school can still be used for that requirement Wayne State College Athletic Compliance

9. Two-Year College Transfers Other exceptions (must be qualifier to use) –Discontinued/Nonsponsored Sport (14.5.4.5.1) –Two-Year Non-Participation (14.5.4.5.3) –Return to Original Institution (14.5.4.5.4) –Non-Recruited (14.5.4.5.2) Student could not have been recruited (13.02.10.1) No athletic scholarship Student has never competed for any other school Could have been admitted here without going to the 2- year school Wayne State College Athletic Compliance

10. Two-Year Transfer Case Study #1 Jason is a baseball player He attended an NCAA Division I institution for one year, and was not a member of the team, then transferred to a junior college for one year, where he played on the baseball team He now wants to transfer here next fall as an un- recruited walk-on Jason has never registered with the NCAA Eligibility Center, and did not earn an A.A. degree from the junior college Wayne State College Athletic Compliance

Two-Year Transfer Case Study #1 Step #1: Determine the type of transfer we are dealing with –4-2-4  therefore, he falls under bylaw 14.5.4.2 –He needs the following things: Attended 2-year school for at least two semesters, and Graduated from 2-year college…OR Averaged at least 12 transferrable credit hours per full- time semester of attendance –NOTE: He would also need the six English and three Math credits since he began college in the Fall of 2011 or later Wayne State College Athletic Compliance

13. Two-Year Transfer Case Study #1 Step #2: Determine if he meets the criteria in Bylaw 14.5.4.2 –Did he attend the two-year school for at least two semesters? YES  Fall 2012 and Spring 2013 –Did he graduate from the two-year school? As he has 54 total credit hours, probably not. –Therefore, he needs to average at least 12 credit hours per full-time term of enrollment + 2.0 GPA Wayne State College Athletic Compliance

Two-Year Transfer Case Study #1 So where are we at? –Jason was a non-qualifier out of high school, and did not meet Bylaw 15.4.5.2 to be immediately eligible to compete –Therefore, according to Bylaw 14.5.4.2.4, he needs cannot even practice as he needs to put in a year-of-residence here –Are we done with Jason? Two-Year Transfer Case Study #1 Non-Recruited (14.5.4.5.2) –Student has never competed for any other school NOOOOO…he competed for the two-year school last year. –Therefore, Jason does not meet any of the other exceptions, and must put in a year-of-residence here next year, and cannot even practice much less compete. –He will still have three seasons of competition remaining, but only four semesters to use them Wayne State College Athletic Compliance

Two-Year Transfer Case Study #2 Liz is a softball player She graduated high school in June 2012, enrolled at a 2-year school, and was a full qualifier She was a member of the 2-year school’s softball program in 2012-13, but did not play (i.e., redshirted) Liz will not earn her A.A. degree at the 2-year school She is being recruited by us, and would be given an athletic scholarship if available Wayne State College Athletic Compliance

YES  She went two (Fall 2011 and Spring 2012) –Did she pass at least an average of 12 transferrable credit hours per term? YES  She averaged 14.5 per term –Did she have a cumulative GPA of 2.00? 24. Two-Year Transfer Case Study #2 Liz appears to be in fine shape…right? However, she enrolled in college for the first time in the Fall of 2012, so doesn’t that mean she needs to have at least six credits of English and three of Math? Wayne State College Athletic Compliance

Four-Year Transfers Exceptions Two-Year Nonparticipation –Two-year period begins when transfer begins participation in countable athletically-related activities (CARA) –Cannot have taken part in any CARA at any institution in the two years previous to that date –Also cannot have taken part in any organized non- collegiate amateur competition while enrolled as a full-time student Intermurals do not count Wayne State College Athletic Compliance

Four-Year Transfers Exceptions Discontinued/Non-sponsored Sport –The student’s previous four-year school dropped the sport The student had to have been on the team when dropped Sport is officially considered dropped when the institution makes a public announcement that it is definitely being dropped; not being considered ***For example, when MSU dropped sports in 2010-11, the effective date was not in August 2010 (preliminary announcement), but in April 2011 (final decision) Wayne State College Athletic Compliance

Four-Year Transfers Exceptions Discontinued/Non-sponsored Sport –The student’s previous four-year school never sponsored the sport If student had previously attended another school that did sponsor that sport before transferring to their current institution that dropped the sport while they were there, then the student cannot use this exception Hypothetical Example: A football SA attended Morningside (which does have football) in 2009-10, and then transferred to Omaha in 2010-11 (which dropped football that year) could not use this exception Wayne State College Athletic Compliance

Four-Year Transfers Exceptions Graduate Student –Allows a student who graduates from their previous school to transfer and enroll in a graduate program, professional school or second baccalaureate program at a new school as long as they have eligibility remaining Still need to get permission to speak to student Still bound to 10-semester/four seasons-of-competition rules Wayne State College Athletic Compliance

Four-Year Transfers Exceptions One-Time Transfer Exception –Student has not previously transferred from another four-year institution at any point (i.e., 4- 2-4-4 transfers cannot use this) –Student must be in good academic standing and meets progress-towards-degree requirements; would have had to been academically eligible at previous school Wayne State College Athletic Compliance

Four-Year Transfers Case Study #1 Marion is a track & field student-athlete She attended a D-II school for one semester, where she practiced with the track & field program, but did not compete She then transferred to a junior college for three semesters that did not have a team, but she did earn her A.A. degree Marion then transferred to a D-III school for two semesters that had track, but she was not part of the team Every semester she was enrolled was as a full-time student Now she wants to transfer here next fall…will she be eligible? Four-Year Transfers Case Study #2 Morris is a football transfer He began his collegiate career at a Division I school where he competed, but left that school after one semester He then enrolled for one semester at a two-year school that had football, but he was not on the roster Morris then decided to take a semester off before enrolling part-time at a different JUCO the ensuing spring term, but again was not on the team Wayne State College Athletic Compliance

Four-Year Transfers Case Study #3 Matt is a men’s basketball transfer He was a non-qualifier with the Eligibility Center (EC) out of high school, and enrolled at a two-year school this past fall After one year at the two-year school, where he competed, Matt will transfer to a Division I school next fall. Four-Year Transfers Case Study #3 He will play for the men’s basketball team at the D-I school in his one semester at the school, but will not enjoy the experience, and wants to transfer here in the spring of 2014. There is the rule that states a transfer cannot play in the “championship segment” for two different schools in one year (14.5.5.4), so he could not play here in the spring However, would he be eligible in the ensuing fall (2014)? Four-Year Transfers Case Study #3 Which exception would seem to work for him? –Pretty much the only legitimate option is the One-Time Transfer Exception He has not previously transferred from one four-year institution Let’s say that he is meeting PTD requirements and is in good academic standing The other school has no objection to him getting the transfer exception And since he has more than one season of competition and two semesters remaining, he doesn’t have to worry about the 12 credit hour average (even though he meets it). –So he’s good, right? Four-Year Transfers Case Study #3 Matt is NOT good, but why? –Remember he was a non-qualifier out of high school –Because of that, and the fact he only spent one semester at the other four-year school, we have to revert to Bylaw 14.5.5.1.2 (Attendance for less than one academic year) –Since he was a non-qualifier, not only does he have to put in a year-of-residence, but he cannot take part in any CARA during that year. –If he is later deemed to be at least a partial qualifier, he could at least practice –If he was a qualifier, then he could play in the Fall of 2014 Wayne State College Athletic Compliance
