7 Institut Català d’Oncologia - Clear leadership and aims - Needs and Context Assessment - Clear model of care and intervention and definition of the target patients - General measures in conventional services (Specially Primary Care) - Specialist services in settings - Sectorized networks with coordination, continuing and emergency care - Education and training at all levels - Research Planning - Availability and accessibility of opioids and essential drugs - Legislation, standards, budget and models of funding and purchasing - Evaluation and improvement of quality - Evaluation of results, indicators - Action plans at short, mid and long term - Advocacy - Social implication: volunteers, social involvement in the cultural, social and ethical debates around the end of life Program: will follow the elements of a National Program

17 International Palliative Care Initiative 1998-- Vision: Palliative care is available for all patients with life-limiting illness across all care settings.

18 Institut Català d’Oncologia Mission: To improve the care of patients and families facing life-limiting illness by supporting global and national policies to integrate palliative care into public healthcare systems. IPCI will advance its work through grantmaking, capacity building, strategic convening, advocacy, mobilizing, and leveraging funding in order to build the field of palliative care. International Palliative Care Initiative

19 Institut Català d’Oncologia International Palliative Care Initiative IPCI’s geographical focus is Central and Eastern Europe, Former Soviet Union, Southeast Asia, Southern Africa, East Africa, Central Asia, Latin America, and the Middle East.

20 Institut Català d’Oncologia WHO Public Health Model A government policy to ensure the integration of palliative care into the structure and financing of national health care systems An educational policy to provide support for the training of health care professionals, volunteers and the public A drug policy to ensure the availability of essential medicines for the management of pain and other symptoms and psychological distress, in particular, opioid analgesics for pain relief.
