2 An evaluation of citizenship training courses funded by the DCSF 2006-08 – Ofsted Evaluation, Feb 2009  Variation in Content and Approach Approximately 4/5 ths of courses emphasised pedagogy and theoretical basis with less attention on practical application Best courses maximised the time in taught sessions and self study, linking the two components well to help consideration of citizenship teaching and learning in their own schools.  Participants were unclear about accreditation  Problems with recruitment and reaching targets insufficient access to local courses low priority given to citizenship training in schools.

3 Responding to the Ofsted Evaluation University of Plymouth (UoP) CPD citizenship model aims to: Provide national consistency of delivery and outcomes Provide a programme accessible throughout England Provide clarity of opportunity for professional development through accreditation Provide clarity of opportunity for articulation to Masters Level Programmes (IMP/MTL) Be practice-based

4 The Module and Accreditation  30 Credit module that can be delivered to QAA and Level 7, the emphasis of this module is developing the participants professional knowledge and practice  Flexible assessments with three distinct assessment packages Case study Action research Critical review of literature Self-evaluation/audit The DCSF Certificate will be awarded to course members who complete a satisfactory portfolio.  Articulation 30 Level 7 credits APCL towards the UoP Integrated Masters Programme We are working towards incorporating 30 Level 7 credits APCL towards the Masters of Teaching and Learning (MTL) – Phase 3 Assessment required for Level 7 Accreditation

6 Lead Institutions  National Citizenship CPD Lead: University of Plymouth - Faculty of Education Chair National Steering Group (Professor Michael Totterdell) Project Director (Professor Liam Gearon) HEI Resources (Staff expertise) Robust QA Procedures National Resource Centre Website → Web 2 learning platform  National Lead Providers: Association of Citizenship Teachers Contracted by UoP to deliver in 8 of the 9 Regions Specialist Professional Knowledge Close working relationship with Local Authorities Large membership base Additional involvement of National Provider Support to include: Citizenship Foundation Post-16 Citizenship Support Programme Awarding Bodies

7 Each of the nine regions will have:  Local Authority Providers: Contracted through ACT Expert Learning Fellow (ELF) staff trained through UoP  Nominated Person representing ACT  Nominated National Partners Expertise Resources  HEI Academic Link Tutor(s) Recruited and contracted through UoP to provide: Tutorial Support Assessment Moderation and Accreditation

8 Marketing and Communications  A regional strategy based around nine geographical regions to provide access through the following: Regional delivery through Local Authority providers National website Distance learning options  Target Markets Current teacher workforce Emerging teacher workforce  Communication strategy primarily directed at: Local Authority advisors Schools – Heads, Associate Heads and Humanities Workforce ITE Providers Citizenship partners

9 Quality Assurance  Single National DCSF Awarding Scheme developed through an accredited UoP module  Module delivered under UoP Programme and Student Record QA Procedures: Including requisite reporting to DCSF  Delivery will be through Expert Learning Fellow (ELF) or prior qualified/approved staff  National Provider Support  HEI Academic Tutor Role (Independent Assessment and Moderation)  Monitoring Ofsted evidence base and Student Evaluations
