1 | 1 Introduction to GM Health and Social Care Devolution

2 | 2 What is devolution? Local councils (including insert Council) and NHS organisations (including xxx) in Greater Manchester have agreed with Government that decisions affecting local people will be made here, instead of nationally. This means we will control how billions of pounds of public money is spent in Greater Manchester. This new way of working will cover areas such policing, housing and transport – and also health and social care. This means that we, along with other NHS organisations and councils in Greater Manchester are now part of a decision making group to make this happen. The devolution of health and social care will focus on – Joining up health and social care services like hospitals and GP practices Better care in the community More work on preventing people getting ill Better care for people with mental health problems such as depression

3 | 3 What is going to happen? The aim is that Greater Manchester will have around £6 billion to spend each year on health and social services A new mayor will be elected by voters in Greater Manchester in 2017 – he or she will be in charge of decisions around areas such as transport and policing, but will not have control of the money for health Devolution will empower local bodies to make the decisions that will lead to a real difference in the lives of Greater Manchester residents. Local NHS organisations will still be responsible for delivering your health services and will have a significant voice in all the decision making. Experienced health professionals, like GPs and hospital doctors, will continue to be involved in all decisions made. Devolution will mean we can made a bigger impact more quickly on the health of people in Greater Manchester By April 2016 we hope to have ‘full devolution’ and be fully up and running.

4 | 4 What’s happening in (Insert) For the first time in (insert) all the public bodies have come together to outline their vision This is called a locality plan and aims to set out aims and objectives for the next five years Across Greater Manchester each area will have their own plan (ten in total) They will form part of a bigger plan for GM as a whole Local people will benefit from these plans. By 2020 Greater Manchester aims to have: 64,000 fewer people living with chronic conditions, 6,000 fewer people being diagnosed with cancer 10% fewer visits to urgent care 18,000 ‘at risk’ children supported to live in stable, caring homes 700,000 people with chronic conditions better supported to manage their health.
