Overview of the Valley Fault System
School Disaster Risk Reduction & Management of DepEd–National Capital Region Overview of the Valley Fault System 25 May 2015
2
The Valley Fault System (VFS)
The Valley Fault System (VFS) is an active fault in the Greater Metro Manila Area (GMMA) consisting of two segments: The East Valley Fault System (EVF) The West Valley Fault System (WVF) 10 km long which traverses the municipalities of Rodriguez and San Mateo Rizal province Can generate a magnitude of 6.2 that may result to a very destructive shaking with intensity VIII Approximately 100 km long and transects the portions of Quezon City, Marikina City, Pasig City, Makati City, Taguig City, Muntinlupa City and the provinces of Bulacan, Rizal, Laguna and Cavite Can generate an earthquake with a magnitude of 7.2 that may result to a very destructive ground shaking with intensity VII

The West Valley Fault The West Valley Fault runs from the heights of Sierra Madre down to Laguna. It crosses the eastern side of Quezon City, western side of Marikina, western part of Pasig, eastern part of Makati, parts of Taguig, and Muntinlupa. In Metro Manila, the expected death toll is around 33,500 with at least 100,000 injured, according to a study. Some 40% of residential buildings are likely to be heavily or partially damaged. Total cost of damage could reach P2.3 trillion.

“The fault has moved four times in the past 1,400 years
“The fault has moved four times in the past 1,400 years. On average, it moves every 400 years, +/- 10 to 100 years, maybe. The last time an earthquake occurred along the West Valley fault was in 1658, around 355 years ago. It can happen within our generation or the next generation.” -Phivolcs Director Dr. Renato Solidum Jr.

NCR Schools built above the West Valley Fault
According to the Geologic Disaster Awareness and Preparedness Division (GDAP) of the Philippine Institute of Volcanology and Seismology (PHIVOLCS), five Metro Manila school buildings were transected by the West Valley Fault. The schools built above or near the fault were the Barangka Elementary School in Marikina, Tibagan Elementary School in Makati, Anne Claire Montessori in Taguig, Alabang Elementary School and Pedro E. Diaz High School in Muntinlupa. However, not only the abovementioned schools need to be vigilant since some more barangays along the fault line have been identified.

What can we do in DepEd?
24
Strengthen our Disaster Management
Disaster Management is the systematic process using administrative directives, organizations and operational skills and capacities to implement strategies, policies, improved coping capacities in order to lessen the adverse impacts of hazards and possibility of disaster. United Nations International Strategy for Disaster Reduction (UNSDR)

Prevention & Mitigation
The components of Disaster Management Vulnerability reduced Risk assessments, plans, arrangements, training & exercise Reduce risk, vulnerability & hazard Prevention & Mitigation Preparedness Hazard/risk analysis Disaster/ emergency pre event Post event Mostly back to normal Rehabilitation Response Situation stabilized “healing”, repair, reconstruction & recovery No longer direct threat to lives and property Office of Civil Defense, Region V
26
The Four Thematic Areas of Disaster
After disasters, more emphasis is given on community preparedness measures by government and NGOs. Teachers can: Provide students information on precautionary measures; evacuation, tools be prepared, preparedness plan in school & house Advocate for disaster risk reduction Provide appropriate timely information on disasters Immediately after disasters, as an immediate response, govt. & NGOs extend relief to the affected people. This includes search & rescue, water, medicines, food and temporary shelter in relief camps & tents. Teachers can: take care of students’ condition; first aid Communicate w/ parents & community people Provide timely & factual information; extent of disaster, current situation, secondary risk, missing students. Advice about actions to be taken: evacuation, The Four Thematic Areas of Disaster RESPONSE REHABILITATION MITIGATION PREPAREDNESS If effective measures are implemented , natural hazards can be avoided or reduced by limiting the adverse impact of inevitable natural phenomenon. This phase follows the rehabilitation incorporated measures to reduce the impact of future disasters. Teachers can: Provide information on precautionary measures and techniques; non-structural mitigation in school, structural mitigation, safety tips. Soon after the initial relief phase, rehabilitation initiatives are taken up by government and NGOs. Roads, permanent houses, water, power, and communication networks are restored. This phase also includes economic rehabilitation through livelihood support. Teachers can: Address appropriate needs to government, building construction, furniture, infrastructure, medical and mental care

SAFE FAMILY REUNIFICATION
Purpose: To ensure that students and families are safely reunited in case of unsafe or unusual circumstances. In the event of an emergency or disaster, students under the age of 16 are not permitted to leave school or safe haven except in the company of an adult approved in advance by parent or guardian. School Administration: Ensures that List of Emergency Contacts for each student is updated by parents at the beginning of the school year, and can be updated by parents at any time. Parents: Parents provide school with updated list of emergency contacts with permission to pick up student any time. Students will only be released to person on this list or authorized by persons on this list. Reunification Team: Greet parents and emergency contacts at gate. Seek verification of identity and ensure that students are released only to persons listed on the form. Students: Be prepared to follow these safety procedures and help out at school.

MUST-KNOW SAFETY TIPS EARTHQUAKE What to do before:
· Know the hazards in your area. · Evaluate structural soundness of buildings & houses. · Be familiar with the exit routes & places of fire extinguishers, first aid kits, alarms &communication facilities. · Strap or bolt heavy furniture & cabinets to the walls. · Check the stability of hanging objects like ceiling fans. · Prepare a handy emergency supply kit with first-aid materials, ready-to-eat foods, water, clothing, blanket, battery-operated radios, flashlights and extra batteries. · Conduct and participate in regular earthquake and other emergency drills.
30
MUST-KNOW SAFETY TIPS EARTHQUAKE What to do during: · Stay calm.
· When you are inside a structurally sound building or at home, stay there while the shaking is going on. · Do the Duck, Cover and Hold! Duck under a sturdy desk or table and hold on to it, or protect your head. · Stay away from glass, windows, shelves, cabinets and other heavy objects. · Beware of falling objects. Be alert & keep your eyes open. · If you’re outside , move to an open area.
31
MUST-KNOW SAFETY TIPS EARTHQUAKE What to do after:
· If there’s a need to evacuate, leave a message stating where you are going and bring the emergency kit. · Get out of the structure calmly in an orderly manner and do not rush to the exit. Use the stairs. · Beware of hanging objects like ceiling fans, flower pots, lamps, wall frames. · Be prepared for aftershocks. Once the shaking stops, take the fastest and safest way out of the building. · Don’t use elevators, don’t enter damaged buildings. · Check yourself and others for injuries. · Inspect if there are water and electrical lines for damages and spills of chemicals from gas tanks. · Keep updated on disaster prevention instructions.
