History and Development of the Scorecard 2004 California State Assembly Bill1417 Establishment of the Accountability Reporting for the Community Colleges (ARCC) program 2011 Establishment of the Student Success Task Force to increase completion rates among California Community College students 2012 Student Success Task Force recommended the development of a student success scorecard The ARCC Technical Advisory Workgroup reconvened to design the Scorecard 2013 Scorecard report produced annually by the California Community Colleges Chancellor’s Office

California Community Colleges Student Success Scorecard An accountability framework that is comprised of a common set of outcomes metrics for all California community college system and its 113 colleges. Performance of each college (Scorecard) Online querying through Datamart Raw datasets through Data- on-Demand The state of the system overall Framework

The Scorecard  Completion (SPAR)  Remedial Progress Rate  Math  English  ESL  Persistence Rate  30 Units Rate  Career Technical Education (CTE) Rate  Career Development and College Preparation (CDCP) Rate  College Profile  Track cohorts of students over six years to measure outcomes Performance of each college (Scorecard)

The Student Equity Plan: Title 5§54220 In order to promote student success for all students, regardless of race, age, gender, disability or economic circumstance, each college must maintain a student equity plan which includes: 1. Campus Based Research 2. Goals for:  ACCESS  COURSE COMPLETION  ESL & BASIC SKILLS COMPLETION  DEGREE & CERTIFICATE COMPLETION  TRANSFER 3. Action Plan

State Data Sources  DataMart  Public  Downloadable on Excel  Detail by most subgroups  Data on Demand  Password protected, researcher access  Student unit record data  Includes same subgroups as DataMart  Can be linked to local data to identify additional subgroups

What is the Goal of the Student Equity Plan? To promote student success for all students, regardless of demographic and socioeconomic characteristics Age Race Disability Status Econ. Dis- advantaged

What is the Goal of the Student Equity Plan? To promote student success for all students, regardless of demographic and socioeconomic characteristics Veterans Age Race Disability Status Econ Disad- vantaged Foster Youth

Measuring Disproportionate Impact Proportionality Index (PI) = % of student subgroup represented in outcome % of student subgroup represented in cohort PIInterpretation 1.0 Proportions of subgroups are equal in outcome and cohort >1.0 Subgroup is more prevalent in the outcome group <1.0 Subgroup is less prevalent in the outcome group

Pros and Cons of the Scorecard Benefits of the Scorecard  Readily available  Common framework  Comparability The Scorecard is a great source of data BUT...  The data is old  Do we really have to wait 6 years before we can measure the effect of our current efforts?

Basic Skills Cohort Progress Tracker Scorecard VS Basic Skills Cohort Progress Tracker (BSCPT)  http://datamart.cccco.edu/Outcomes/BasicSkills_Cohort_Tracker.aspx http://datamart.cccco.edu/Outcomes/BasicSkills_Cohort_Tracker.aspx ScorecardBSCPT WhoStudents must have a valid SSN SSN not a criteria for inclusion WhenMust wait 6 years for cohort’s outcome data Cohort can be tracked for any number of years WhereOutcome can be achieved anywhere in the CCC system Outcome must be achieved at starting college
