2 Background Action RG0245 009b –Transporters to provide extract of Emergency Procedures –Standard procedure at Distribution Network sales –DNs have own versions General ‘housekeeping’ changes No significant process changes –All DNs currently reviewing ‘Emergency Procedures’ –RG0245 output to be incorporated (if appropriate)

3 Emergency Procedures – Theft of Gas Used when: –DN suspects Theft of Gas –Called to investigate reported / suspected Theft of Gas If gas escape detected then gas escape procedures must be followed Suspicious circumstances include (bnlt): –Scoring of meter inlet / outlet unions –Meter not fitted in accordance with the applicable Regulations –DTI seal tampered with Broken or open coin meter is Shipper revenue theft not ToG

4 Emergency Procedures – Theft of Gas Suspicion that consumer meter has been tampered with –If allowed access Check for gas escapes Soundness test carried out if safe to do so; if not Close the ECV Gather evidence (photographs, records) Disconnect supply (Cap, collar, lock of and clamp as appropriate) –If no access Check for gas escapes Advise suitable DN personnel (e.g. Operational Manager) If consumer refusing access, police informed

5 Emergency Procedures – Theft of Gas ToG evident – Illegal tee into service –Make safe direct service connection (operational procedure) –Report back to DN emergency control / dispatch –ToG form completed ToG evident – Meter fitted in reverse –Meter ‘marked’ and dated by engineer –Meter must not be fitted back in to correct position –Collar unions –Lock off supply –Clamp the supply

6 Emergency Procedures – Theft of Gas ToG evident – Meter tilted –Meter ‘marked’ and dated by engineer –Meter must not be fitted back in to correct position –Collar unions –Lock off and clamp supply Report findings (DN control / Dispatch > ToG Team) –Engineer details –Address details –Evidence found –Actions taken –Status of supply

7 Emergency Procedures – Theft of Gas ToG evident – Direct Connection to Service after ECV (e.g. no meter) –Isolate at service entry tee (if applicable); else –Carry out safety checks / procedures –Fit security device to supply (e.g. approved clamp, spin cap etc.) –Record details, evidence and submit report Transporter responsibility (Para 9 Sch 2B of the Act) we also record: –Type of property –Number of and type of gas appliances

8 Emergency Procedures – Theft of Gas ToG Evident – Unauthorised removal of security device –Same process as reversed / tilted meter Unfixed meter found on site –Numerous circumstances –Ownership issues –Other ToG scenarios need to be considered –Potential to remove meter from site –Inform relevant organisation of circumstances –ToG report (if applicable)

9 Emergency Procedures – Theft of Gas Shipper/Supplier request to deal with ToG in their presence –Carry out appropriate safety checks –Record details of representative –Carry out requested action (only in accordance with Gas Safety Regs) –Record details and report back to DN control / dispatch
