6 ActionTarget/Indicator The EU FTDoL is used as the basis to complete broader DoL amongst Development Partners PPIP agreed as basis for FTDoL Identification of lead partners in sectors where no lead is currently identified DPs refer to the PPIP when developing future country strategy papers as a part of improving complementarity and division of labour Government encourages Development Partners to focus on specific sectors when defining priorities for Development Partner country strategies (refers to DoL as basis) Development Partners enhance sectoral focus through delegated cooperation arrangements, silent partnerships and joint programmes Increase in the number of delegated cooperation, silent partnerships and joint programmes Common understanding between Government and Development Partners on PBAs in the Moldova context (in particular EU integration) Dedicated meetings/ discussions based on experience elsewhere in the region Agree pilot Ministries (y) for development of SWAps /PBAsX sectors using programme based approach as defined by year Y Harmonisation (p21)
