3 3 Department of the Army G-3/5 Strategic Plans, Concepts, & Doctrine Division UNCLASSIFIED FM 3-0 Revision “America is at war and should expect to remain fully engaged throughout the world for the next several decades in a Persistent Conflict against an enemy dedicated to U.S. defeat as a nation and eradication as a society.” FM 3-0, Introduction The Operational Concept Army forces combine offensive, defensive, and stability or civil support operations simultaneously as part of an interdependent Joint force to seize, retain, and exploit the initiative to achieve decisive results. They employ synchronized action – lethal and non-lethal – proportional to the mission, and informed by a thorough understanding of all dimensions of the operational environment
