2 Introduction Monitoring and evaluation is a critical component of project design and implementation. This policy framework provides analysts with a practical step-by-step guide to prepare and carry out benchmarking and impact analyses of projects. The audience is policy makers, and project staff mainly in the research, implementation or strategic departments. It is assumed that a policy maker intends to deliver the best value for money to citizens and therefore has to select projects based on robust quantitative evaluations. Analytical tools are presented solidly grounded in economic theory all while focusing on the practical questions of evaluations.

3 Problem statement KRCS spends a colossal amount of money to hire consultants to conduct data collection, analyze the data and prepare reports which are largely contradicting, are not based on progress reports or baseline survey and are therefore questionable as tools for decision making. There is need to develop a comprehensive policy framework on monitoring and evaluation of health projects that will involve internal mechanism for consistent data collection, analysis and presentation of data for information and decision making.

5 The monitoring and evaluation framework will identify and discuss the following tools i.Performance indicators ii.The logical framework approach iii.Theory-based evaluation iv.Formal surveys v.Rapid appraisal methods vi.Participatory methods vii.Public expenditure tracking surveys viii.Cost-benefit and cost-effectiveness analysis ix.Impact evaluation

6 CHALLENGES Lack of resources to draft a comprehensive policy framework. The need to hire professional staff to cope with the technical requirements of Monitoring and evaluation Meeting the training needs of all those involved in project proposal writing, implementation and monitoring. Collection of views from all the staff in order to develop a comprehensive framework
