6 Transportation Clean Air Measures (TCAM) Project  Purpose: –plan pro-actively –take initiative –support NJTPA goal of protecting and improving the environment –focus on air quality benefits –augment ongoing environmentally beneficial programs –advance innovative approaches to reducing transportation-related emissions  Outcomes: –select measures with greatest benefits and chances for success –develop actions for implementation –include actions not being generated through other avenues

7 Project Approach  Selected consultant  Formed technical working group  Identified/Screened potential TCAMs (52)  Evaluated candidate TCAMs (20)  Developed action plans (9)  Currently implementing action plans (5 to date)  Key to the success of this project was to establish and nurture key partnerships as early as possible

8 Formed Technical Working Group  Key step  Identify broadest possible group - Help select the consultant team - Guide the project - Provide technical expertise - Help select & prioritize final TCAMs - Became implementers of the final action plans  Probable implementers - Initially i ncluded USEPA, NJDEP, NJDOT, NJ Transit, TMAs (all public) - Later expanded to include PANYNJ, NJTA, NJDOE, Conrail and NJMTA - Continue to add new partners as opportunities develop (NJRC Assoc)  Power in partnerships - Smart place and time to forge key partnerships

9 Public/Private Partnerships Program to Retrofit or Replace Program to Retrofit or Replace Diesel Locomotive Engines for Freight  Action plan recommended promoting and funding the retrofit or replacement of diesel locomotives for freight - Reduces VOCs, NOX, PM 2.5, GHGs - Reduces noise levels - Responds to community concerns - Reduces fuel consumption & extend engine life  Looked for existing opportunities - PANYNJ developed a comprehensive Clean Air Strategy - Purpose is to reduce emissions in advance of regulations - For rail, PANYNJ identified replacing five switching locomotives with GenSets - This initiative tied in perfectly with this TCAM

10 Public/Private Partnerships Program to Retrofit or Replace Diesel Locomotive Engines for Freight  Found Power in Partnerships – not one of these agencies could have accomplished this project on their own - PANYNJ - CSX Rail Road - Norfolk Southern Rail Road - NJTPA  Leverage Funds - PANYNJ provided $600,000 - CSX Rail Road provided $300,000 - Norfolk Southern Rail Road provided $300,000 - NJTPA provided $1,800,000 - Funding the replacement of two engines

11 Public/Private Partnerships Program to Retrofit or Replace Diesel Locomotive Engines for Freight Diesel Locomotive Engines for Freight  Complement other efforts - CSX, Norfolk Southern & NJDEP are also funding the replacement of the three other switching engines at Port Newark/Elizabeth

12 Public/Private Partnerships  Engaging other agencies can be enhanced by –involving them as early as possible so that the project is known, understood and seen favorably –highlighting the benefits of the project (eg. fuel savings, reduced emissions, favorable press coverage, improved public relations etc.) –creating energy/buzz that attracts interest and support - people want to be involved

13 Public/Private Partnerships  Securing a firm commitment from all agencies can be done through:  financial commitments regardless of the $ amount -commitments of staffing resources -resolutions of support

14 Public/Private Partnerships  Common sense approach to the project management  Identify overall project team with a key project manager from each agency  Identify project timeline with specific tasks, deadlines and responsible parties  Meet regularly in person or via conference call to discuss progress and resolve issues

15 Public/Private Partnerships  2007 NJTPA undertook the TCAM study  2009 NJTPA met with the PANYNJ to discuss possible implementation of project  2009 NJTPA gains solid commitment from PANYNJ, CSX and NS ( $, staff time, letters)  2010 NJTPA Board of Trustees recommends and FHWA approves project  2011 two retrofitted locomotives scheduled for delivery December, 2011
