2 CENTRAL ETHICAL ISSUES INVOLVED NHTSA failed to detect ignition switch issues as early as 2007. Defective ignition switches caused the engine to turn off and disable power steering and air bags. Number of deaths linked to the problem rose by 1 to 33 & injuries approved for compensation rose by 5 to 39. GM paid a record setting $35 million fine to the NHTSA for the delayed ignition switch recall. GM agreed with up to 3 years of monitored actions.

3 VIOLATIONS AGAINST THE CODE OF ETHICS I.1. Hold paramount the safety, health, and welfare of the public. I.5. Avoid deceptive acts. III.3. Engineers shall avoid all conduct or practice that deceives the public.

4 ETHICS ANTAGONIST The 15 employees that got fired over the issue. They knew about the problem and kept the information to themselves. Two engineers designed them poorly The others fired were lawyers and other officials for safety and dealings with regulators, according to people familiar with the matter.

5 ETHICAL PROTAGONISTS Robert Hilliard (Texas personal injury attorney)  Released emails that raised questions about what GM really knew about the defective switches and what they were hiding.  Accused high ranking employees of not being aware of what was happening right under their nose.  And if they did know about it, then they let down millions of people.  GM wouldn’t give him any answers and refused to give him accurate facts and details.  Sought after additional documents to see how high up knowledge of this went in the company's hierarchy.

6 ETHICAL PROTAGONISTS Kenneth R. Feinberg (attorney)  Provided program of compensation to those hurt or killed in 2.59 million now-recalled Chevy Cobalts, Saturn Ions, & other small cars with defective ignition switches.  Car owners doubted his program of reaching all possible GM automobile owners, former owners and others who might have been adversely impacted by a defective ignition switch.  People claimed they never got a formal notice and were unaware of any available compensation that they could receive.

7 ETHICAL PROTAGONIST COMPARED TO NPSE CODE OF ETHICS Robert Hilliard  His actions were compliant with those dictated by the NPSE Code of Ethics.  Issued public statements only in an objective and truthful manner.  Served the public interest.  Tried to hold people accountable for their actions.  General public wanted the truth and justice to be done to those who knew about the defective switches and didn’t do anything about it.  Which is where Robert came in.  To discover the truth and dig into the company’s chain of command to figure out where the deception started.

8 You notice your officemates design looks sloppy and may have issues in the future, but they say they are doing it to save money for the company. What should you do?

9 Does your response to #1 above change if they are your supervisor and you are afraid of making an irrelevant charge prior to going up for a desired promotion?

10 Does your response to #1 above change if you are aware of a colleague who made similar charges (turning out to be incorrect) against another individual the previous year and subsequently lost their job.
