THE TOP LEVEL MEETINGS OF ITU-R Every 4 years – 184 Nations – approx 4000 delegates The Radio Communications Assembly (RA) (1 week) –Considers changes to the Union Structure –Decides Procedural Matters and Policies –Adopts new Recommendations and Recommendation updates The World Radio Conference (WRC) (4 weeks) –Considers and agrees (maybe) changes/updates to the Radio Regulations (RR) –Identifies new radio spectrum bands –Agrees on the agenda for the next WRC The Conference Preparatory Meeting (CPM) (1 week) –Elaboration of the Agenda and CPM Report for the support of the Work of the next Conference RAWRCCPM 1 week4 weeks1 week

Special requirements may be overlooked in the global ”maze” if the UN was not receptive to this The the state of vital infrastructures (electricity, roads, water and so on) puts special demands on communications and internet access to the general public Other radio frequency bands needed than those that may serve a modern city of the West Therefore bold new proposals to provide regulatory openness is welcomed in ITU......

When Nigeria acted at WRC-12..... Strong need for ideal spectrum in the 700 MHz range for mobile and fixed communications for internet access However the situation in Region 1 is this: 470 MHz790 MHz Terrestrial TV-Distribution networks And mobile spectrum in this range WAS NOT EVEN ON THE AGENDA OF WRC-12................

Agenda 1.17 was ”extended”... 1.17to consider results of sharing studies between the mobile service and other services in the band 790-862 MHz in Regions 1 and 3, in accordance with Resolution 749 (WRC ‑ 07), to ensure the adequate protection of services to which this frequency band is allocated, and take appropriate action;

Conclusion Nigeria succeeded in opening a new spectrum range (700 MHz) for mobile and fixed services such that the forthcoming WRC15 now has it on the agenda for the entire Region 1 as the range 694 MHz – 790 MHz on a co- primary basis with terrestrial broadcasting. ”Uphill batteles sometimes pays off”
