13 AB 1347 (Chiu) Public Contracts: Claims New claims resolution process applied to all public works projects entered into on or after January 1, 2016 As written, claims could be submitted: – at any time – without any supporting documentation Claims potentially subject to 10 percent interest rate penalty Agencies would be allowed only 30 days to review and either accept or reject the claim Process could needlessly raise project and contractor costs by subjecting disputed claims to a costly mediation process
