2 © Ricardo-AEA LtdRicardo-AEA in Confidence 2 Task 3.i. Restructuring and development of improved methods for the agricultural sector The recent revision of the UNECE reporting guidelines has led to a reorganisation of the NFR codes –this revision is to maintain as much consistency as possible with the CRF for GHG inventories As much consistency as possible? –does this give us an option to say there are reasons not be consistent?

Restructuring and development of improved methods for the agricultural sector 'In addition, before undertaking revisions to the agriculture chapters, it is necessary to review the available literature and identify what can be improved in the existing agriculture chapters, –e.g. by addition of PM and NOx to NH 3 methodologies for the new source categories A gap analysis shall be performed to identify: –pollutants arising from existing and new source categories according to latest scientific knowledge; –identification of those pollutants for which GB methodologies are lacking; and –an assessment of how much data are available Based upon the gap analysis, default Tier 1 and possibly Tier 2 methodologies shall be developed, and included in restructured agriculture chapters of the GB

6 © Ricardo-AEA LtdRicardo-AEA in Confidence 6 Task 3.i. Restructuring and development of improved methods for the agricultural sector In practice: –a methodology gap analysis is being undertaken this will draw on the methodology coverage table produced from the review of the new NFR structure –we will then, for NH 3, do a literature review of emissions from new sources –and also ask interested parties if they have data, e.g. for turkeys

7 © Ricardo-AEA LtdRicardo-AEA in Confidence 7 Task 3.i. Restructuring and development of improved methods for the agricultural sector Your views are sought on the following key issues: –the accuracy and completeness of the revised Guidebook structure –any gaps in the current reporting of NH 3 emissions and, where gaps are identified, any data that may be used to fill those gaps –suggestions for data and approaches to calculate emissions of NMVOC, NOx, PM –comments on any proposed methodologies to calculate emissions of NMVOC, NOx, PM and whether the data are robust enough to include in the Guidebook
