Next-day Study Task Force Steve Ashbaker Director Operations Performance Analysis Jason Ausmus Peak RC W ESTERN E LECTRICITY C OORDINATING C OUNCIL

September 8, 2011 SW Joint FERC/NERC Report Activity Why are we here today? Joint FERC/NERC Report Recommendations and Activities (O&P #2 – NDS) I.Failure to Conduct and Share Next-Day Studies II.Lack of Updated External Networks in Next- Day Study Models III.Sub-100 kV Facilities Not Adequately Considered in Next-Day Studies 2 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

NDSTF Timeline Feb/March NDS Strategy Documented drafted Face-to-face kickoff meeting held March 31- April 1 st – 5 other face-to-face meetings would follow – Meetings served as “brainstorming” sessions for the work items Bi-weekly webinars April through Mid-Jan 2015 7 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

NDS Strategy – Work Items I.What Near-Term Studies Need to Accomplish II.Types of Input Data to the Near-term Study Process III.Performing the Near-term Studies IV.Sharing and Coordinating Study Results and Operational Plans 8 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 1 - What Near-Term Studies Need to Accomplish Scope: Next-day vs. Near-term – Outside of scope: Real-time Studies, Outage Planning, Seasonal Studies – In scope: Same-day Study, Next-day Study – Where does Outage Coordination (OC) fit in? OC was not the focus of the NDSTF – Separate effort from the RC to follow Improving Near-term studies (i.e. input data, studies performed) will also benefit OC 9 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 1 - What Near-Term Studies Need to Accomplish Near-term = Same-day + Next-day Near-term Studies are a process The process is iterative – Studies are performed in advance of Real-time – System is dynamic; Input data changes often – Process must be flexible enough to consider input data changes Near-term studies ideally become more accurate with each iteration 10 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 1 and RC Data Request In order to support an iterative study process, RC has revised the data request – Planned Outage and Load Forecast – 4 business days vs. 1 business day Concepts in the white paper will drive future RC Data Request changes 11 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – Input Data for Near-term Studies Most important and largest work items for NDSTF Brainstorming session led to well over 50 pieces of input data Due to timing and scope, NDSTF settled on 4 key items: – Topology, Load Forecast, Generator Unit Forecast, and Net Interchange 12 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – Input Data for Near-term Studies Input data brainstorming session had a very common theme…need to address COS! COS is the common outage tool of the interconnection Problems noted: – COS labels unclear and inconsistent – Interpreting outage isolation is difficult – COS mostly a one-way tool Data is sent to it, but not many extract data out of it 13 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – COS Outage Manual To address previously stated issues, group put together the Coordinated Outage System (COS) Outage Manual Introduces the following concepts: – Switching point outage data submission – Outage End-State, i.e. state in which switching is complete and work is ready to begin 14 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – COS Outage Manual Example 15 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – COS Outage Manual Example 16 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – COS Outage Manual COS Outage Manual is essentially the end state of the outage submission process – Needed to be done first COS Data Dictionary will need to be trued up to accommodate necessary switching points – Peak effort underway internally; external outreach coming soon Manual eventually a part of the COS User Guide which RC Data Request will point to 17 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Other Input Items Load Forecast, Generation Unit Forecast, Net Interchange NDSTF created initial definition of each RC Data Request has also begun internal effort to refine each item – NDSTF work used as starting point in revision 18 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

NDSTF Input Data Needs Load forecast boundary understanding – What is being accounted for in the number? E.g. system losses, pseudo ties, area, etc. Interchange – Same boundary issues as with load Generator Forecast Data – Unit Commitment – Unit Output – Pmax, Pmin, AGC, AVR, etc. 19 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

NDSTF Input Data Quality Data timing considerations? – Generator and Interchange availability and accuracy – Optimal time when accurate data is available Input Data Benchmarking – Develop awareness of Good vs Bad data – Best practices for dealing with bad data Refine where possible to improve study quality 20 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 3 – Performing the Near-term Studies As with work item 2, narrowed focus to core Near-term studies being performed Steady-state analysis (pre- and post- contingency) study results – Thermal – Steady-state Voltage Violation – Unsolved Base Case and Contingencies – Identification of Islands 21 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 3 – Performing the Near-term Studies Study Criteria – Points to RC’s SOL Methodology Study Results Validation – Important step in interpreting study results – Techniques describes on how to troubleshoot – Essentially another round of Input Data Benchmarking! 22 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 4 - Sharing and Coordinating Study Results and Operational Plans NDSTF originally attempted to create interconnection wide study results template Many entities presented their own study result templates at a face-to-face meeting Number of great ideas, even came up with the core categories Group decided an interconnection template was too difficult to pursue at this time 23 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 4 - Sharing and Coordinating Study Results and Operational Plans Group decided most immediate impact was to focus on more “significant” system issues Using Peak’s Operating Memos, the group created the Outage Operating Memo template Outage Operating Memo is outage based – Template created from Peak’s original document and modified by NDSTF – Guidelines document created to indicate the need, responsibilities and coordination 24 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 4 – Outage Operating Memo Guidelines Document covers: Purpose, Description, Responsibility, Significant Impact Criteria, Timelines, Review, Distribution Goal is to have the guidelines document and template place on PeakRC.org Every entity will have a folder, similar to entity studies area 25 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 4 – Outage Operating Memo Template Sample Outage Operating Memo Template 26 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Next Steps Comment period for the draft NDSTF white paper and exhibits currently open Please submit comments back to Ashbaker@wecc.biz Ashbaker@wecc.biz Comments must be submitted by close of business Wed Feb 18 th, 2015 27 W ESTERN E LECTRICITY C OORDINATING C OUNCIL
