4 April 16, 2012NH SINI 4 Information Webinar4 What is ‘restructuring’? A school that misses its annual achievement targets for five or more years is identified for restructuring. Restructuring means a major reorganization of a school’s governance structure by the LEA that: makes fundamental reforms, such as significant changes in the school’s staffing and governance, to improve student achievement in the school; has substantial promise to improve student academic achievement and enable the school to make AYP as defined by the State’s accountability system; and is consistent with State law. 5 April 16, 2012NH SINI 4 Information Webinar5 State and Federal Requirements Develop a plan for restructuring that includes ONE of 5 federal options -- Close and reopen as a charter school Replace all or most of the staff responsible for the school’s deficiencies Contract with an external management operator Turn the school over to the state* “other major restructuring”

6 April 16, 2012NH SINI 4 Information Webinar6 State and Federal Requirements: ‘Other’ Option Examples  Changing the governance* structure of the school in a significant manner that either diminishes school-based management and decision-making or increases control, monitoring and oversight of the school’s operations and educational program by the LEA focusing specifically on school improvement;  Closing the school and reopening it as a focus or theme school with new staff or staff skilled in the focus area;  Reconstituting the school into smaller autonomous learning communities;  Dissolving the school and assigning students to other schools in the district; *Governance*Governance describes BOTH the process of decision-making AND the process by which decisions are implemented

7 April 16, 2012NH SINI 4 Information Webinar7 State and Federal Requirements: ‘Other’ Option Examples (cont’d)  Pairing the school in restructuring with a higher performing school so that grades K-3 from both schools are together and grades 4-5 from both schools are together;  Expanding or narrowing the grades served;  Implementing a new administrative structure where administrative and supervisory responsibilities and accountability for student outcomes are shared among properly qualified staff;  Hire a qualified outside expert supervised by the LEA to be responsible for curriculum, instruction and assessment with specific focus on school improvement.

8 April 16, 2012NH SINI 4 Information Webinar8 State and Federal Requirements: NH Examples of the ‘Other’ Option  Establish teacher instructional teams to build individual and collective professional knowledge and skills  Redefine the role of instructional teams and hold teachers responsible for improving instructional practices resulting in improved student achievement  Reallocate resources (time, personnel) to enable the principal to serve as an effective instructional leader  Redeploy district staff and commit resources to provide training and support to teachers and leaders to enhance their ability to create a productive learning environment for all students

10 Restructuring Plan Components ESEA Plan Required Components –  Areas for which the school is designated  Activities to be implemented (including the federal option)  Use of research-based, proven strategies  Strategies to engage parents in plan implementation  Description of how parents and other experts were involved in developing the plan  Description of the teacher mentoring program at the school or district  Copy of the approved parent notification letter 10April 13, 2012

Fall 2012Submit Progress Report and Updated Plan (if not completed earlier) Conduct a comprehensive assessment of current practices January 2013 Complete assessment of current practices to identify root causes Identify priority areas for a restructuring plan February – April 2013 Develop restructuring plan to address priority areas May 2013 Submit restructuring plan; prepare to implement 2013-2014

14 April 16, 2012NH SINI 4 Information Webinar14 Restructuring Planning Year: Roles and Responsibilities  School Responsibilities Revise and continue implementing SINI 3 (corrective action) plan Offer public school choice option, if applicable Offer supplemental educational services (SES)  LEA Responsibilities Oversee and provide assistance in plan for restructuring the school Notify parents and teachers of school status Enlist parent and teacher participation and input on development of restructuring plan Prepare to implement the plan
