6 Variability in County Data Sources 2002 PA GIS Survey Findings  20 predominantly rural counties relied on federal or state agency mapping  33 counties acquired their own base mapping from aerial photogrammetry

7 Variability in County GIS Budgets 2001 PAMAGIC Survey Findings  Reported initial start-up costs ranged from $15,000 to $3 million  Higher costs associated with aerial fly- overs with tax map conversion  Other factors: –size of geographic area –the mix of map features to be acquired –the quantity of features to be mapped  GIS maintenance costs range from $5,000 - $1.5 million per year

8 Economic Reasons to Evolve Standards New market opportunities to local government at reduced costs Flexibility to cost share and achieve economies of scale Facilitates cross border studies at lower cost Open new market for evolving technologies

9 Policy Roadblocks 2002 PA GIS Survey Findings  42 counties implemented fees for municipal and/or public use  8 counties have copyrighted their data, and  32 counties restrict the redistribution of their data to third parties

10 Policy Roadblocks Varied Reasons for Varied Policies  Provides a source of revenue to the County’s general fund wins political support and assurance of ongoing funding  Concern about liability from improper uses of the data  The private sector will sell the data with no value added, County will receive no benefit  The taxpayers already paid for the data so they should get it for free with no additional charges
