2 Hertfordshire Highways Overview of Hertfordshire Highways Who are we and what do we do? Environment and Commercial Services Department, Transport Management Group, Hertfordshire Highways, Road Safety, ITS (PTU), TPP & LTP Strategic Alliance comprising Client (HCC), Consultant (M) & Contractor (ALF) to provide an Integrated Highway Service Single Agency responsible for the maintenance & provision of highway services on 5,000 KM of the County’s road network (except for Motorways) including structures & drainage Over 800 employees co-located in one Strategic Office (contract, plans & policy), Local Area Offices & depots - (operational delivery) Asset Value - £4bn (depreciation - £30m pa), Budget / Turnover - in the region of £40 m per year

Cat 1- Hazard mitigation defined in Safety Inspection manual Cat 2- Asset Protection / Assess & Decide Being reviewed for new contract Cat 3- HLB Member directed works / local asset protection and improvement schemes Cat 4 - IWP technically driven programme / larger maintenance and improvement schemes Cat 5- Contractor directed cyclic maintenance service to defined frequency and standards

Highway Locality Budgets (HLB) arranged in two phases Phase 1 – Suggested amount £65,000 Capital type works (e.g road resurfacing predominately) Early commitment needed for contractual lead-in times Benefiting from discount & summer months Phase 2 – residual (need to keep some back) Revenue type works (minor works, reacting to requests) Programmed throughout the year

Timescale for delivery of HLB schemes End Sept 2011 – Member receives list of options from ADM Oct / Nov 2011 – Member consults, discusses & advises ADM of the Phase 1 work Dec 2011 – Walk and Build Process Mid Dec 2011 – ADM provides Member with quotation End Dec 2011 – ADM commits to scheme delivery Jan 2012 – Works permits to be applied for Apr – Oct 2012 – Phase 1 Works Implemented July 2012 – Phase 2 mid year review Apr– Dec 2012 – Bulk of Phase 2 delivery
