5 Poverty in WNC In 2008, 14.6% of North Carolina’s population was below the poverty line. The number increased to 16.3% in 2009. 1 In 2010, 1 in 6 WNC residents received emergency food from MANNA FoodBank’s network. 2 In 2010, Jackson County has an unemployment rate of 9%. 3 1 census.gov, 2 Feeding America, 3 Bureau of Labor Statistics
