3 The Center on Innovation & Improvement provides four processes to assist SEAs with the development of their statewide systems of support. These processes are: Self-Assessment of the Statewide System of Support: This process, based on the Handbook on Statewide Systems of Support and an accompanying manual (Strengthening the Statewide System of Support) guides an SEA team, facilitated by its Regional Comprehensive Center, in defining and assessing the components of its system of support within a framework of Incentives, Opportunity, and Capacity. This process is intended to bring everyone within the SEA to a full understanding of the system of support and their role in it. The process also concludes with objectives and a plan for future development of the SSOS. Evaluating the Statewide System of Support: This document provides rubrics, guidelines, and examples for an internal or external evaluation of a system of support.

4 Operations Manual: CII provides a template and examples for the SEA to operationalize its system of support in a manual that includes the SEA’s philosophy and purpose for its SSOS, organizational charts, role descriptions, timelines, reporting templates, and instruments. The Operations Manual is useful internally within the SEA to guide the work of various divisions involved in school improvement. It is also a succinct way of showing districts and schools the State’s differentiated pathways to district and school improvement and the services available to them. When policies and practices change, the Operations Manual is updated to keep everyone informed of the current system and on the same page. Continuous Improvement of the Statewide System of Support: This web-based process, based on the rubrics in Evaluating the Statewide System of Support, guides the SEA team in assessing elements of its statewide system of support, planning for improvement, and tracking its progress over time.
