DubLINK Strategies Use excess fiber for economic development deals –UMC Partners 1500 jobs Breast health hospital –Ohio Health New hospital and billing facility 500 jobs –Battelle Research Facility 500 jobs

DubLINK Strategies Wi-Fi –Objective: Build a Wi-Fi network in original DubLINK area –Method: Permit vendor to use Right-of-Way, towers, etc. Purchase $300K of bandwidth from vendor $150K for electrical upgrades, technical consultant, software. etc. Mobile bandwidth for municipal use, safety, administration, etc. Bandwidth available to public in original DubLINK area Enable another competitive telecom offering locally –The vendor will offer point-to-point, connectivity for PDA’s, Wi-Fi phones, etc.

DUBLINK Successes & Potential Benefits Multiple providers – choice = cost Nationwide & Verizon cite DubLINK as a reason for expansion Potential to connect offices among campuses for “scalable” growth Incredible success! –New economic development opportunities –Robust bandwidth internally Fiber Wireless Substantial growth/scalability potential –Bandwidth beyond the city limits New opportunities –Strategic and sensible policies that improve competitiveness and aesthetics

Dublin Conclusions Incredible success! –New economic development opportunities –Robust bandwidth internally Fiber Wireless Substantial growth/scalability potential –Bandwidth beyond the city limits New opportunities –Strategic and sensible policies that improve competitiveness and aesthetics

Municipal Wi-Fi Vendor/Provider Model –Worthington –Dayton –Grove City Vendor provides equipment free City provides ROW –Mast Arms –Poles –Towers Vendor (HarborLink) sells advertising Vendor operates

Muni Wi-Fi (Cont’d.) Benefits –Creates downtown “hot-spots” –Free to city Downsides –Ads need to be monitored- no control –Will it work in the long term? –No or very little municipal utility or administrative function Fire, life, safety Meter reading Inspections

Muni Wi-Fi (Cont’d.) Municipally owned model –City of Marietta Developed wi-fi and wireless backhaul model for entire city Benefits –City administration –Incorporates fire, life, safety –Marietta Memorial Hospital –Education (higher-ed & K-12) –Local broadband alternative, free for 1 year to businesses locating downtown Downside –Cost, City got a free demonstration, but needs about $500K to implement –Management and competitive issues

In Progress New Albany –Fiber Project –Wi-Fi RFP Gahanna –Fiber Project –Wi-Fi (Meter Reading) Delaware –Fiber (501(c)(3) Columbus –Just started
