2 EU-MRG Stakeholder Day Background information Stakeholder Day is part of Stakeholder Consultation Outcome will be documented (note taker) and considered for modifications of the MRG - List of key messages - List of key problems during implementation - List of key proposals for modification Revised Guideline expected to be adopted by the end of the year 2006

3 EU-MRG Stakeholder Day Overview 31 questionnaires – 14 by industry associations, 17 by installations - and 3 position papers / other written comments received Comments on cross-cutting as well as on technical issues

4 EU-MRG Stakeholder Day Comments – General Accuracy requirements need to be balanced against cost effectiveness Flexibility of the MRG depend very much on national interpretation -> Harmonisation is needed Introduce lower accuracy requirements for smaller sources (i.e. fuel and material flows) Allow more flexibility towards integration in existing monitoring system at plant level

5 EU-MRG Stakeholder Day Comments – ISO 17025 Use of ISO 17025 accredited labs for analyses has no added value but leads to considerably higher cost for accreditation of in-house labs or use of external accredited labs Allow ISO 9000:2000 or ISO 14001 as alternatives to ISO 17025

6 EU-MRG Stakeholder Day Comments – Measuring equipment Typical uncertainty margins can often not be maintained during long-term operations of the clinker burning process Differentiation between measuring accuracy at manufacturer and accuracy in operation is necessary

7 EU-MRG Stakeholder Day Comments – Emission Factors I Suggested simplified system for fuel EF: oFixed emission factors for standardised fossil fuels, with NCV determined by analyses (solid), fixed value (liquid), given by supplier (gaseous) respectively oFixed emission factors for waste fuels where statistical data is available, otherwise determined through analyses at least once a year by an accredited laboratory, with NCV generally determined through analyses at least once a year by an accredited laboratory

8 EU-MRG Stakeholder Day Comments – Emission Factors II Methods used in the MRG require a large number of measurements – allow simplified approach Allow country-specific standard value for process emissions: Emission Factor between 0.520 and 0.550 t CO 2 / t cement klinker
