2nd ECENA Plenary Meeting Brussels, 17-18 Sept 2007 12 3rd IMPEL Conference -I Enforcement strategies and approaches –Priority setting can reflect a risk-based approach based on different criteria, such as environmental risk, environmental reputation and compliance history Inspection –The quality of future inspections relies on the competence of the staff conducting them, their efficiency and extent to which they work in a transparent way Permitting –The permitting procedures should be consistent at all administrative levels; national, regional and local. Permitting authorities should be provided with specified resources (guidance – similar to BREF’s; template permit conditions; training for new inspectors; databases of legislation, past decisions and incidents; networking within and between authorities; appropriate technical/legal support).

2nd ECENA Plenary Meeting Brussels, 17-18 Sept 2007 13 3rd IMPEL Conference -II Better Regulation –Enforcement authorities should always seek to achieve maximum compliance with minimum enforcement efforts. IMPEL should promote approach which moves towards single permitting systems –IMPEL should carry out projects which will help identify a number of areas of potential concern in terms practicability and enforceability, including the need for better harmonisation of legislation, for example, definitions, interaction between legislative acts, the need to improve flexibility of competent institutions. Networking –From the IMPEL viewpoint one of the main tasks of the National networks is to act as a channel for disseminating IMPEL projects and reports, exchange of information on IMPEL activities –IMPEL should cooperate with other environmental networks such as the Environmental Compliance and Enforcement Network for Accession (ECENA), the Regulatory Environmental Programme Implementation Network (REPIN) and the International Network for Environmental Compliance and Enforcement (INECE). Further cooperation could be based on carrying out joint projects

The network is commonly known as the IMPEL Network. The European Commission is also a member of IMPEL and shares the chairmanship of meetings.
