ANSWER: Federal government is attempting to promote art- related ventures (artists, sculptures, literature, etc). Why? The preservation of American Culture.

10 6) Explain how the Interstate Compact Clause is designed to promote cooperation between the 50 states. (NO #6) ANSWER: It allows the 50 states to make legal agreements with each other. One example is the Colorado River Compact.

(NO #5) ANSWER: 1.States must spend CATEGORICAL GRANT $$$ on specific things that the federal government has mentioned, but BLOCK GRANT $$$ has fewer restrictions and therefore gives the states more discretion (decision-making) ability to decide.
